Study On The Optimization Of Government Behavior In The Development Of Pingtan Tourism Industry

As China’s economic development gradually enters the stage of "new normal",the development of China’s tourism industry is moving towards a new trend of The Times,which reflects the outstanding characteristics of individuation and diversification,leisure and experience,quality and advanced.Pingtan Comprehensive Pilot Zone is an international tourism island defined in the national regional development strategy and is the first tourism consumption experimental base in China.Haitan Island is the main island region of the main administrative divisions of the country,the fifth largest island in China,the largest island in Fujian Province,it is the main base of cross-strait regional extensive transport and trade.It is also an important transportation route of the Maritime Silk Road in the new era.Pingtan has unique coastal ecotourism resources and is a holy land for tourism development with great potential.In the construction process of Pingtan International Tourism Island,the role of the government is becoming more and more important.The optimization of government behavior in the development of open ecological scenic spots will fully release the huge potential of Pingtan tourism resources.It is of great importance to further extend the development platform of culture,sports and leisure industry led by Pingtan and comprehensively develop Pingtan ecological key functional area,which will promote Pingtan International Tourism Island to build an image of an internationally renowned tourism destination and an ecological civilization tourism demonstration area within the island.Based on the theory of government function,the theory of new public service and the theory of industrial development,this paper analyzes the development of tourism industry and government behavior in Pingtan Comprehensive Pilot Zone,and pointed out the current problems in the government behavior of the Pingtan Comprehensive Pilot Zone Party Working Committee and Management Committee(Namely,the Party Committee and Government of the Pilot Zone),such as tourism industry policy errors and policy implementation,Obstacles to development,the government’s "myopia effect" and sunk costs,and the inefficient supply of tourism public services.And put forward practical and feasible optimization countermeasures and suggestions.At the same time,analyze the government behavior in the development of the domestic and foreign tourism industry and use it for reference,mainly to study and analyze the government behavior of the two regions with more developed domestic and foreign tourism industries,such as Hainan and Singapore,and learn from their typical practices and successes in government behavior optimization.The case provides experience for the optimization of government behavior in the development of Pingtan’s tourism industry.Finally,some measures and suggestions are put forward to optimize the government behavior in tourism development,including strengthening the accuracy and scientificity of decision-making,strengthening government execution,improving the efficiency of public services,avoiding "government failure" and strengthening featured projects.
