Study On Government Function Of All-For-One Tourism Development In WuHai City,inner Mongolia

All-for-one tourism is a new concept and model for tourism to drive and promote coordinated development of economic and society.Taking tourism as the dominant industry,it will promote the integrated development of regional industries,promote the improvement of public service systems and mechanisms,achieve the optimization and improvement of the ecological environment and the quality of urban civilization through the integration of economic and social resources in the region.Due to the development characteristics of resource-based cities,resource mining and production will inevitably cause serious pollution to the urban environment,besides,the non-renewability of resources will lead to the exhaustion of mining.Considering the problems in the long-term development faced by the city,as a resource-based city,Wuhai City.Inner Mongolia,gradually began to explore urban transformation and actively play the role of tourism in promoting economic growth.In recent years,although Wuhai City has achieved certain results in the construction of tourist attractions,due to some constraints,the scattered tourism resources have not been able to grow subsequently,and under the guidance of the new national planning for tourism,all-for-one tourism has become a new way to achieve sustainable development of tourism in Wuhai City.This article takes all-for-one tourism in Wuhai City as a sample,analyzes and studies the government functions of Wuhai City in the development of all-for-one tourism from the perspective of theory and practice through the use of literature analysis,field investigation and qualitative analysis,points out that the local government has some deficiencies in the process of developing all-for-one tourism,such as insufficient development of tourism resources,incomplete tourism public service system,insufficient effective administrative support,and insufficient investment intensity,and further sorted out the main reasons are insufficient resource introduction capacity,inadequate public service functions,insufficient administrative functions and the pessimistic financial situation.In view of the existing problems and reasons,it puts forward countermeasures such as optimizing and upgrading tourism resources,deepening the construction of public service systems,optimizing administrative functions,strengthening comprehensive coordination,breaking through funding bottlenecks,and promoting policy inclination.It is hoped that this article will have certain guiding significance and application value for the development of all-for-one tourism to government in Wuhai City,and provide new ideas for other cities in China about better development of all-for-one tourism at the same time.
