Evaluation And Optimization Suggestions Of Shehong Business Government Environment Based On Market Satisfaction

The business environment is the soil for the survival and development of enterprises.Whether the soil is good or not directly affects the development of enterprises.Since the Third Plenary Session of the 11 th Central Committee of the Communist Party of China first proposed the construction of legal business environment in 2013,China has taken a series of reform measures to optimize the business environment.According to the global business environment report 2020 issued by the world bank,China has ranked among the top ten economies in the world for optimizing the business environment for two consecutive years.However,at the same time,the uneven development of China’s state-owned business environment,especially the level of county business environment is still not good,the gap between the eastern and western regions is large,and there is still a big gap compared with the needs of enterprises.The outline of the 13 th five year plan for national economic and social development of the people’s Republic of China clearly states that business environment includes Government environment,market environment,legal environment and humanistic environment.Among them,government environment is the most important basic environment for business environment,the main content of government’s "decentralization,management and service" reform,and plays a leading role in other environments.Therefore,the study of the current situation and Optimization Countermeasures of county business environment is not only related to the optimization of the county’s business environment,but also directly affects the high-quality development of county economy.Based on the market satisfaction,this paper takes Shehong as the research object,investigates the subjective satisfaction evaluation of market subjects to Shehong’s business and government environment,studies the business government environment from four dimensions of policy supply service,administrative approval service,market supervision service and infrastructure guarantee,analyzes the problems and reasons of Shehong’s business government environment,and then puts forward some optimization suggestions.Through the survey,it is found that policy supply service satisfaction degree of business government environmental in Shehong is the lowest,which mainly exists the problems of policy supply "fine start and bad finish",policy implementation is not in place,and market subject participation is insufficient;there are some problems in the administrative examination and approval service,such as low convenience,poor information between departments,and low level of standardized service;There are some problems in the market supervision service,such as the unfair supervision,the simple and rough supervision mode,the lack of transparency and openness of supervision information;there are some problems in the aspect of infrastructure guarantee,such as the lag of transportation infrastructure construction,the lack of logistics supporting facilities,the water conservancy facilities and network facilities need to be improved.In view of these problems,combined with the current situation of business environment construction in Shehong,this paper puts forward some countermeasures and suggestions to optimize the business environment of Shehong.First,optimize the policy supply and promote the implementation of policies;second,deepen the reform to improve the efficiency of examination and approval;third,strengthen the supervision during and after the event to promote the fairness and justice of supervision;fourth,strengthen the infrastructure construction to enhance the ability of factor guarantee.
