Research On Social Security For The Disabled

With the development of society,people with disabilities,a disadvantaged group,has increasingly become the focus of attention from all walks of life.The social security system is the basis for every citizen to participate in social life equally,which can guarantee the stability and unity of society and the orderly development of society,and is also the main reliance of the disadvantaged groups,especially the disabled,to survive.Therefore,the state must pay great attention to the issue of social security for people with disabilities.At present,the development of social security for people with disabilities in China is also very rapid,and the report of the 20 th Party Congress has clearly stated that social security for people with disabilities is an important work for people’s livelihood.The report of the 20 th Party Congress also emphasizes "promoting the well-being of people’s livelihood and improving the quality of life","improving the social security system and care service system for people with disabilities,and promoting the comprehensive development of the cause of people with disabilities".This paper takes Changchun City,Jilin Province as the research object to study the issue of social security for the disabled.The economic and social development of Changchun City is slow due to multiple factors,so the implementation of social security policies for the disabled is relatively slow.The study of social security for people with disabilities in Changchun is of great practical significance to protect the lives of people with disabilities,promote social equity,build a harmonious society,and meet the growing needs of people with disabilities for a better life.Firstly,the concepts of social security for the disabled are defined,and then the social security ideas of Marx and Engels and Mao Zedong are sorted out,and the ideas of social security contained in the theoretical system of socialism with Chinese characteristics and Xi Jinping’s important discourse on the cause of the disabled are organized,which lay the theoretical foundation for the research of this paper.In particular,Xi Jinping’s important discourse on the cause of the disabled is used as an important theoretical basis for the analysis of the issues in this paper.The necessity of promoting the construction of social security for the disabled is elaborated.Secondly,the effectiveness,practical dilemmas and causes achieved in the process of social security construction for people with disabilities in Changchun City are analyzed in depth by using literature analysis and survey research methods.It is found that Changchun City has problems in four aspects: social security management,barrier-free environment construction,employment guarantee for the disabled,and social security concept of the disabled,and the causes are pointed out from the lack of a management mechanism with multiple responsible bodies,the lack of implementation of barrier-free facilities,the limitation of employment support for the disabled,and the weak social security concept of the disabled.Finally,in view of the outstanding problems and causes of social security for people with disabilities in Changchun,we put forward countermeasure suggestions to promote the development of social security for people with disabilities in China from individual to general and comprehensive macroscopic and microscopic perspectives.Practical countermeasure suggestions are put forward mainly in four aspects: promoting the construction of the social security supervision system for the disabled,increasing the construction of barrier-free environment for the disabled,improving the employment mode of the disabled,and increasing the publicity of the social security policy for the disabled,hoping to provide some reference for the development of the social security cause of the disabled in China.
