This paper tries to work for the disabled employment trainingconnotation and significance of the paper, based on the reality of the situationcomprehensively summarize the disabled employment training system of ChangchunCity, in-depth analysis of the existing problems and reasons, and combining with thenew trend, new task, new problems in Changchun City the work, put forwardinnovation strategies to accelerate the training of disabled employment system inChangchun City, in order to raise the government, relevant departments and the socialfrom all walks of life to the cause of the disabled further attention, attract moregovernment departments, social organizations and individuals involved in the work forthe disabled employment training, integrate various social resources and power, promote the disabled employment training system to Changchun City high level, play amore positive role in building a harmonious socialist society.The disabled is a member of the society of the big family, is the most difficultgroup of social vulnerable groups. According to the second national survey data show,China’s various types of the total for82960000people, accounted for6.34%of the totalpopulation in China, accordingly, average every15citizens of a person is disabled. Howto meet such a large number of social needs, the equality, participation, sharing all kindsof social resources, has all kinds of social rights, is one of the difficult problems in theconstruction of harmonious society. Building a harmonious socialist society, people’slivelihood problem is the basic problem, the employment is the people’s livelihood,Stability in the country, is the basic way of improving people’s life and the basic premiseof realizing national long period of stability, is the basic guarantee of the.Changchun City as the capital of Jilin Province, all kinds of disabled persons atotal of514000people, accounting for the total population7.03%, Changchun city. Toimprove the training work for the disabled, Changchun City, the cause of thedisabled, plays a vital role in. Based on the development of the cause of the disabled inChangchun City, the current model, training and employment system, problems, andcountermeasures are analyzed, compared with the international and domestic differentpattern, with the overall level of economic and social development of Changchun City,to improve the training of disabled employment system of Changchun City, improve therate of employment of the disabled, the improvement of their employment environment,and puts forward the leading role the government in the training and employmentsystem, strengthen the disabled employment training base construction, vigorouslydevelop the public welfare jobs initiatives.The paper is divided into four parts. The first part mainly elaborated the different countries, different international organizations on the definition of "disabled", describesthe focus of China’s "definition and classification of the disabled".1990promulgated the"the people’s Republic of China Law on the protection of disabled persons" will be thefirst "disabled" in order to clear the legal form of definition. The disabled refers to thepsychological, physiological, the structure of the human body, loss of function of somekind of organization, or is not normal, partly or completely lost the ability to engage incertain activities in the normal way. At the same time, describes the related theory ofemployment training system, namely: humanitarian theory, Marx’s social securitydisability theory, social equity theory, modern civilization view on the disabled, disabledfunction defects of compensatory theory. At the same time, review the relevant literatureon the disabled employment training system at home and abroad.The second part of the thesis reviews the disabled employment training system ofChangchun City, historical evolution. That is: the disabled welfare enterprises(1949-1992), multiple channels of employment (1992-now). According to the2006second nationalsample survey on disability, my city altogether has514000disabled people, accountingfor7.03%of the total population, of which:73200persons with visual disability,hearing disability accounted for14.24%;115000people, accounted for22.37%; speechdisabled person7800people, accounted for1.52%; disabled person174000people,accounted for more than33.85%of people with intellectual disabilities;33000people,accounted for6.42%; mentally disabled person36000people, accounted for7.01%;multiple disabled person75000people, accounted for more than14.59%. Objective because of Changchun City employment policies for the disabled is not perfect and thelack of targeted employment training project; subjective due to the disabled theirpsychological factors and human capital is generally low, resulting in the urban andrural employment situation of various categories of disabled people is different, the lowemployment rate, the employment, the employment level is not high, lower income anddisability discrimination in employment the phenomenon exists generally problem.The fourth part is the countermeasures to perfect the disabled employment trainingsystem of Changchun city. The government is the leader of the social management andsocial service, the cause of the disabled is an important part of social public utilities.The government should be in the cause of the handicapped and disabled employmenttraining work, accurately positioning, clear focus. In the current social environment, therelevant government departments should cooperate, in the frame of the existing relevantlaws, strict enforcement of the law, to expand the training of disabled employment andraise the level of social security of disabled people. Strengthen the training of disabledemployment service infrastructure, through special training, training, training mode oforder oriented development of various professional skills training with practicaltechnology, help disabled timely through training to achieve employment. Purchase ofpublic welfare jobs is a form of government procurement, is an important manifestationof the government to fulfill its social management and public service functions.
