| Human resources and social security are the foundation of the public’s livelihood.The human resources and social security system at the grass-roots level provides the most extensive service range and has the most contact with the public.Therefore,only by starting from the human resources and social security system of the grass-roots government and paying real attention to the needs of the public can the public be satisfied.C District has deepened the reform of human resources and social security system,established the three-level management system of human resources and social security at the grass-roots level,and created the "15-minute service circle",which has successively subverted 52 public service items to towns(streets)and villages(communities).The three-level system makes the public realize the convenience of dealing business at home,and the satisfaction of the public has also been greatly improved.However,due to the short construction of the system,it is still in the exploratory stage,and there are still some problems in each process.This thesis takes the human resources and social security service process of D Town,C District as the research object,based on the theory of process reengineering and government process reengineering,obtains first-hand data through interviews and questionnaires,and evaluates the existing problems and shortcomings in the key service process of grassroots human resources and social security.In the process of evaluation and analysis,data analysis,fishbone diagram and matrix diagram are mainly adopted to analyze the service process of grassroots human resources and social security,and determine three key service processes in urgent need of optimization,including the policy release and publicity process,administrative approval process and labor security supervision process.In the process of policy release and publicity,the consultation channels are not smooth,the publicity is single,the lack of public participation and other problems lead to the low awareness of the policy and less benefiting the public;In the administrative examination and approval process,the connection between the processes is not smooth,multi-functional departments cannot work together,the guidance of the public to use the smart platform is not enough,and the community capacity is not enough,which leads to the long time,the public has to run errands many times,and it is difficult to complete the process in one time and nearby.The lack of routine inspection,active supervision and non-disclosure of inspection results in the process of labor security supervision leads to the fear of inspection of enterprises and the violation of the labor rights and interests of the public.To find out the cause of the problem,in order to meet the "public demand" as the goal,in a gradual way,use benchmarking method,ESIA and ECRS analysis method to optimize the grassroots human resources and social security key public service process.At the same time,in order to ensure the effective policy issuance and publicity process,smooth administrative examination and approval process and "prevention in advance" labor security supervision process can be smoothly optimized implementation,the safeguard measures in the process of process optimization are elaborated.Finally,the integration of grassroots human resources and social security online and offline,and full coverage of human resources and social security services will be realized.While improving the service efficiency of grassroots human resources and social security departments,the equalization of human resources and social security public services will be promoted to meet the needs of the public. |
