In recent years,with the continuous development of the economy and the promotion of the construction of service-oriented government under the new situation,the overall living standard of the society has been continuously improved,and human resources and social security services as an important part of national public services have achieved some results.Due to the increasing number of services and service requirements of service objects,the service standards are getting higher and higher,the tasks are getting heavier,and problems such as fewer staff,less funds,low benefits,and limited service space are becoming more and more prominent.These problems have hindered the construction of human resources and social security grass-roots service platform,and has encountered resistance to the downward shift of human and social functions.Under the new situation,Yiyang City has always regarded the guarantee and improvement of people's livelihood as the starting point and the foothold of the human resources and social security work.It has continuously explored and reformed the construction of human resources and social security grassroots service platforms.Based on the relevant theories of public service and social security,this study uses the methods of literature research,questionnaire survey and interview,draws lessons from the typical experience of human resources and social security at home and abroad,combines the reality of human resources and social security work in Yiyang City,goes deep into the front line,and analyses the following problems existing in the construction of human resources and social security service platform in Yiyang City at present.Problems include inadequate platform functions,insufficient financial support,service level to be improved,overloaded work tasks,lagging behind the construction of information networks and so on.Starting from the realityof Ziyang District in Yiyang City,we should strengthen the construction of grass-roots service platforms for human resources and social security,explore how to continue to move the service windows of human society down to the community(village)level platforms,screen out 15 business functions from the people's social and economic operations to the grass-roots platforms at the village level according to the needs of the masses and business needs,and effectively release the released power thoroughly.In order to provide "one-stop" and "no-go-out" human resources and social security services for the broad masses,we should make every effort to enable the masses to handle human resources and social security services at the door of their homes,and truly solve the practical problem of "the last mile" of contacting and serving the masses.
