Indigenous Innovation,Progress In Technological Capability And The Catch-up Strategy Of Developing National Defense Technology Products

China’s high-performance computing technology is a typical example of the successful implementation of the catch-up strategy in the field of national defense science and technology.In the face of great changes that have not happened in a century,a detailed historical analysis of it is helpful for us to understand the characteristics of key core technological breakthroughs under different technological blockades,and to explore the path of self-reliance and self-improvement in the new development stage.The particularity of the case is that the catch-up practice is not completed by the enterprise but mainly undertaken by the scientific research organization.So,why did scientific research organizations that lacked profit incentives persist in innovation for a long time,and how did they achieve technological catch-up? What role did the state play and what role did it play in the process of catching up? In order to answer the above questions,under the guidance of Xi Jinping’s important exposition on scientific and technological innovation,we first construct an analytical framework based on the theoretical literature of developmental state theory and innovation management research.Then,through the study of technical materials,the collation of documents,the supplement of archives and in-depth interviews,we restore the emergence process of technical capability of the team of NUDT and its competitors as accurately as possible;finally,we use the analytical framework to summarize and sublimate the typical facts.The study found that the country as an innovation manager creates a crisis by shaping the relationship of short-term competition and long-term cooperation among scientific research organizations,transmits the pressure of research and development,and urges scientific research organizations to maintain high-intensity technology learning for a long time;the construction of the organization and the improvement of capacity are cause and effect each other,and the continuous improvement of technological capability of scientific research organizations as implementers of innovation is the key to catch up with national defense science and technology.Independent innovation is an effective way to promote technological capability,but the cycle is long and the cost is high.Therefore,to establish the fundamental orientation of independent innovation requires a strong political force to control the direction.Facing the new development stage,China should choose short-cycle industries to catch up with and surpass;fully explore the fine tradition of the traditional national system;strengthen the national strategic planning capacity;in the parallel stage,"Saturation Catch-up" is an effective strategy to deal with the uncertainty of the technological frontier.
