In recent decades,collective land expropriation has provided a strong guarantee of land elements for China’s economic and social development,and played an important role in accelerating urbanization.However,the compensation treatment based on the principle of original use compensation is relatively low,which is difficult to reflect the full connotation of land acquisition compensation,and cannot meet the expected goals.It has been controversial for a long time.The Central Committee of the Communist Party of China and the State Council attach great importance to the improvement of the compensation and resettlement system for land acquisition.After a long-term and prudent reform pilot,the newly revised "Land Management Law" in 2019 promoted the realization of the standard of land compensation and resettlement subsidies from the average annual output multiple method in the previous three years to the comprehensive land price policy for land acquisition areas.In the more than two years since the implementation of the new law,various localities have formulated or improved corresponding standards and policies,and systematically conducted policy evaluation from the formulation,implementation,and performance achieved by policy programs,which is conducive to promoting scientific and democratic decision-making and has important reference value for improving the land acquisition compensation and resettlement system.This article takes the comprehensive land price policy for land acquisition areas in Chengdu as the research object,and from the perspective of the government,uses system theory,shared development theory,and public choice theory knowledge to establish a policy effectiveness evaluation model through expert survey,analytic hierarchy process,and fuzzy comprehensive evaluation methods.The qualitative indicators are converted into quantitative data for evaluation,and the results are analyzed and elaborated based on the actual situation,Put forward targeted suggestions for improving policies.By analyzing the three dimensions of comprehensive land price policy formulation,implementation,and performance in the land acquisition area and 13 secondary indicators,it is found that the implementation phase has the highest impact weight on the policy,followed by the policy formulation phase,and the policy performance weight is the lowest.The results show that the comprehensive evaluation level of comprehensive land price policies in Chengdu’s land acquisition areas is "good",with the evaluation level of policy formulation and policy performance being "good",and the evaluation level of policy implementation being "average";Among the secondary indicators,3 indicators are evaluated as "average" and 2 indicators are evaluated as "good",indicating that there is still room for improvement in the comprehensive land price policy of Chengdu’s land acquisition area in 5 aspects.Therefore,suggestions are proposed to improve the comprehensive land price policy for land acquisition areas in Chengdu: the local government should comprehensively consider and improve the scientific nature of the comprehensive land price policy for land acquisition areas.In the process of policy formulation,it is necessary to ensure public participation and further transparency in decision-making;Starting from the policy purpose of improving the comprehensive land price and treatment of land requisitioned areas,it is necessary to scientifically form policy plans to achieve shared development results;In the process of policy implementation,it is necessary to strengthen personnel training and create a policy environment to ensure the implementation of policies. |
