The evaluation of the land price began at the end of 1980s in China. At that time,the land markets were less developed. In order to reveal the value of the land, a"two-step valuation method has been worked out. That is appraised the urban landsynthetically according to the effecting factors, and class the urban land accorrdingly,and then calculate the average price of all transactions of land in each grade categorywhich is taken as the benchmark price in corresponding grade. However, due tosubjectivity in assessments of the land price, the benchmark price of land cannotreflected the difference of the land price in the same grade.Thus, it is in the urgentneed for a new method to evaluate the land price. With the development of land market, the transactions of land increase rapidly,which can be used to assess the urban land prices. The transaction prices of land areresults of plenty of factors and reflect the relationship of the demand and supply of themarket. Therefore, Digital Land Price Model(DLPM) which evaluates the landprices by using the transaction price data of known land directly is more plausiblethan the traditional method—"the two-steps evaluation method". The conception of the DLPM and a new evaluation method of land based onDLPM are put forward in this paper. In DLPM, the evaluation is to take the swatches'price as the "Z", and the location of the swatch land as the "X, Y", using appropriateinterpolation method to constitute a three-dimension model to simulate the urban landprice changes. In such way, if the location of the new land plot is clicked on the map,its price can be created automatically on the interface. There are three key problems need to be solved when using DLPM. The first isto choose the proper interpolation method to simulate the land price surface. thesecond is the There are three key problems when using DLPM, the first is to choose the properinterpolation method to simulate the land price by the Digital Terrain Models of theswatch land prices; the second is that the theory must be improved on because thereare a big difference in 11 transaction prices; finally, some software is needed forestablishing the DLPM. Based on the investigation in many towns, GIS are adopted in this paper, in thispaper lies as follows: 1.The interpolation method is selected out from the existing interpolationmethods.The Kriging method is thought to the best to evaluate the urban land price,inwhich the exponential semi-variogram model is applicable to commercial land, thespherical semi-variogram model is more suitable for resident land, and the circularsemi-variogram model is the best to industrial land. 2. Regarding the big differences in the land price valuation based on the 11 typesof sample's observations, this paper discusses the formation of land price in the landmarket and the theories for evaluation, points out that the price differences resultedfrom the differences in market conditions of the land price's formation and thetheories used for valuation. The Incremental value of land should not belongs to theland owner in the hypothesis method to evaluate the land price, it should bedistributed among the various participators based on demand and supply elasticity ofvarious production factors. The ultimate way to tackle this question is to build a landmarket with equitableness, impartiality, and publicity. Thus, based on the studymentioned above, this paper discusses the problems in the land price valuationformulas in the "rules" to calculate the land price, and gives some suggestions forimprovements. 3. A software is designed as a platform of Arcview (a desktop GIS software) andVisual Foxpro, which can not only forecast the land price through the transaction, butalso uses land price to form surface.
