| Today,as the largest developing country in the world,China attaches great importance to the issue of poverty.As a landmark number one project in China’s poverty alleviation campaign,relocation from one location to another is also a significant social change,conceptual change,industrial transformation,and governance transition,and is an important measure to solve the poverty problem.As a key area in the fight against poverty in Shanxi Province,the implementation and implementation of relocation work for poverty alleviation in the grass-roots level in Shanxi Province has received much attention.With the continuous development of the work,some areas have also exposed some problems,among which it is worth noting that the "two headed" problem of relocated farmers is the problem.It is extremely urgent to investigate the reasons behind the phenomenon and explore the mechanism for resolving its difficulties,which not only relates to the overall relocation of farmers,Moreover,it is crucial to further reflect and solve the problems and dilemmas in current policy formulation,government governance,and mechanism operation,as it relates to the sustainable development of farmers.Taking G Village in northwestern Shanxi Province as a case study,with the local relocation of relocated households as the main line,the author uses empirical research methods,using literature research,field surveys,household visits,and other methods,focusing on the textual,practical,and audience dimensions,to conduct a thorough analysis of the dilemma faced by the relocation of relocated households-"two headed",and the rational adjustment of the dilemma.After investigation and research,it is found that:,The formulation of relevant policy texts is unreasonable and poorly articulated,subject to the assessment of task objectives and bureaucratic pressure.The deviation between grassroots governments and cadres in the process of policy practice,as well as the feedback and choice of the audience based on the information gap between their own subjects,can seriously affect the realization of their policy objectives,which is an important factor causing farmers to "run both ways".On this basis,the design,formulation,and implementation of relevant policy texts were deeply reflected.After research and analysis,the author concludes that the emergence of the "two headed" dilemma,a legacy of relocation for poverty alleviation in remote areas,is based on the "taskization" of policy texts and practices,the rational choice of audience farmers,and the unreasonable and operable design and connection of policy texts,resulting in a disconnect between results and objectives and reality.Under a pressure based system,administrative leadership has led to a focus on tasks rather than reality,and its subsequent rational adjustment is also based on this tracing source.Throughout the country,the phenomenon of farmers moving from one location to another is not an exception.With the transition from poverty alleviation to rural revitalization,the phenomenon will also disappear.Without reflection,China’s current system construction,institutional mechanism operation,and grassroots policy implementation and government implementation are more or less accompanied by the shadow of task based governance.Although task-based governance has a historical foundation and realistic conditions for its existence in Chinese society,and has the ability to cope with risks to a certain extent,in practical governance,institutional construction,mechanism operation,policy text,and practice should grasp the boundaries of task-based governance to avoid excessive tasking.Focusing on the root causes,improving the system guarantee and text design,correcting the implementation deviation between grassroots governments and cadres,and making accurate analysis of the needs and choices of the grassroots people will also provide corresponding reference for the "de tasking" of grassroots work in China. |
