Research On Government-enterprise Relationship From The Perspective Of Embedding

As early as 2013,the Central Document No.1 proposed to encourage and guide urban industrial and commercial capital to develop farming and breeding industries suitable for enterprise operation in rural areas.From 2014 to 2023,each year,the Central Document No.1 has improved the system and policies for encouraging industrial and commercial capital to go to the countryside.As industrial and commercial capital continues to flow into rural areas,the role of local governments in guiding and regulating industrial and commercial capital to go to the countryside has become increasingly important.At the same time,the sending of industrial and commercial capital to the countryside is also a realistic path for industry to feed agriculture and cities to support rural areas,and it is also an effective measure to narrow the gap between urban and rural areas and promote the integration of urban and rural development.However,with the sinking of a large amount of industrial and commercial capital,rural society and local governance have also undergone new changes,and the relationship between local governments and enterprises has become closer and closer,and the interaction between the two has changed with the changes in the interests brought by capital going to the countryside,and they all play different roles in the process of capital going to the countryside,each playing an irreplaceable role.Based on the investigation of the capital migration process of C Street in Area X,this paper finds that in the current process of capital going to the countryside,the interaction form between local governments and rural enterprises has changed.In the process of capital going to the countryside,local governments have changed from rural operators to enterprise service providers in the past,and their service methods have also changed,from providing extensive "blood transfusion" services for rural enterprises to providing refined "hematopoietic" services to meet the requirements of government services under macro policy regulation.Enterprises use the opportunity of capital to go to the countryside,form cooperation with local governments by importing economic resources,seek operating profits,and obtain more government resources and political trust.This paper uses the term embedding to analyze and describe the relationship between government and enterprises in the countryside of capital,and believes that in the process of capital going to the countryside,a two-way embedded interaction process between government and enterprise is formed.This paper argues that the government mainly adopts three ways: organizational embedding,role embedding and policy embedding in the process of capital going to the countryside,and embedding its political will and governance purpose into the process of capital going to the countryside,thereby influencing the investment behavior of enterprises.Among them,organizational embedding is the basic form of government embedding,which refers to the process of extending the government’s leadership structure to the rural areas of enterprise capital;Role embedding refers to the government playing different roles at different stages to serve enterprises in the countryside by transforming its functions;Policy embedding is an important means of political embedding of the government,which embeds the government’s will into the process of enterprise capital going to the countryside through the institutional means of policy,and then affects the economic behavior of enterprises and guides rural capital to adapt to the needs of local economic development.Enterprises sink their people,finances and relationships to rural areas through talent embedding,capital embedding and relationship embedding,and then form effective cooperation with local governments to seek more profits.Sending human resources to the countryside is the first step for enterprise resources to go to the countryside,forming effective interaction with local governments through the return of entrepreneur secretaries,and then driving capital to the countryside;Capital embedding is the focus of enterprise capital going to the countryside,and completing the investment of enterprises in rural areas through the input of funds to achieve economic cooperation with local governments;Relationship embedding is based on the first two embeddings,under the input of material and non-material resources,enterprises and local governments can form a close network of interests.This paper argues that the government-enterprise interaction behavior in the countryside of capital has two-way embedding,which is a two-way embedded cooperative behavior,with a clear purpose and benefit,and this interaction behavior is affected by the dual logic of market and the logic of government performance.From the perspective of embedding,the interaction between government and enterprises in the countryside of capital is affected by specific social structures and social relations,and its embedded behavior is constrained by a certain social environment,and the main factors hindering the mutual embedding cooperation between government and enterprises are the differentiation of interests,land use and the difference in development concepts.The two-way embedding behavior of government and enterprise in the countryside of capital has also shaped a new government-enterprise relationship,which is affected by a specific social structure and social relationship,not static but dynamic,and is essentially a social relationship deliberately maintained driven by policies and interests.
