| Population ageing is an important trend in social development and a basic national condition in China for a long period in the future.It has become an inevitable choice for us to advocate the concept of positive ageing and explore an elderly care model that is in line with our national conditions.In view of this,a new model of elderly care,community mutual aid,has emerged.At present,community-based mutual care is at an early stage of development,with immature theories and practices,and insufficient social awareness.It is necessary to study the current situation and problems in implementation and to find a strategy to promote it.The thesis takes Wuhan city as a sample,and begins by summarizing the current situation of the ageing population,the policies and main models of community mutual care in the city.Then it selects typical communities to conduct field research,and through questionnaires and in-depth interviews develops an intuitive understanding of the current situation of community mutual care in Wuhan.The results of the survey show that the development of community mutual care in Wuhan is insufficient but promising,and that the willingness of the elderly to participate is high;the effects of the implementation are beneficial to the physical and mental health of the elderly,increasing their social participation and enhancing protection for them.The survey also revealed a number of problems with community-based mutual care,which does not yet fully meet the needs for health,participation and protection advocated by active ageing,including the service level of community mutual care to be improved,the low level of participation by older people and the inadequacy of community-based mutual care protection mechanisms.The formation of these problems is related to factors such as insufficient motivation for community participation,low public awareness and inadequate government support.Accordingly,the thesis puts forward a series of countermeasures for the promotion and improvement of community mutual care in Wuhan,based on typical experiences at home and abroad.The study concludes that in order to improve community mutual care,it is necessary to adhere to the health,participation and protection objectives of active ageing,improve the protection system of community mutual care,improve the service quality of community mutual care,optimise the organisation and management of community mutual care,create a good atmosphere of mutual help,and promote the sustainable and healthy development of this new model of elderly care through joint efforts of the government and society. |
