Analysis Of Japanese Public Sports Policy From The Perspective Of Policy Tools

How to effectively solve the problems encountered in the development of sports industry is the focus of attention of all countries,foreign sports policy research is an important means to promote the scientific decision-making of China's sports policy.Due to geographical and cultural reasons,Japan can be said to have a greater impact on the development of China's sports.Therefore,this study chooses Japan's "Sports Promotion Law" and "sports basic law" as the analysis of the policy text.This study in the perspective of policy instruments,policy tools theory,by Strauss and Corbin's program of grounded theory based,by using the methods of literature review,content analysis,statistical analysis and expert interviews;in order to find out the advantages of Japanese sports policy tools in the local dimension and shortcomings,so as to optimize the given Japan sports policy reasonable policy guidance,but also provide a reference for the optimization and improvement of our country's sports policy.Through the above research,this paper draws the conclusion that the Japanese government is more inclined to use the environmental policy tools,the use of the supply policy instruments is insufficient,and the lack of the use of the demand policy instruments.The Japanese government pay more attention to the use of government functions to strengthen the sports career guidance from the policy,although in a short time can achieve good results,but in the long term,should consider the comprehensive use of policy tools.By comparing the two laws can be seen,the Japanese government has been actively improved,efforts to reduce the overflow phenomenon,and added the original lack of attention to the use of tax incentives,the sports information service and demand policy tools.At the same time,we must confirm that the Japanese government attaches importance to the design and construction of sports venues,sports funds and sports personnel training.Finally,based on the results of theoretical analysis,the main policy suggestion is put forward in this paper: to strengthen the enforcement of environmental policy tools,reduce the frequency of strategy use and regulations class;pay attention to the use of supply and demand policy tools;targeted to improve the sports policy,various policy tools in the choice to pay attention to complement each other.
