Study On The Countermeasures To Prevent The "Poverty Alleviated And Enjoyed Policy Households" From Returning To Poverty In Guangrao County,Shandong Province

Since the reform and opening up,under the strong leadership of the Party and government,we have implemented large-scale poverty alleviation and development,and achieved great achievements that have! Although facing the impact of the external environment,which has put some pressure on poverty alleviation,China has still achieved the task according to the time requirements.Poverty alleviation is not the end,but the beginning of a new life and struggle.While achieving victory in poverty alleviation,we also noticed that there are varying degrees of risks of returning to poverty across the country.In 2020,there were 5 million people in China at risk of returning to poverty,with nearly half of these populations simultaneously facing various risks of returning to poverty due to illness,education,disability,unstable employment,and industrial failure.With various measures taken to adapt to local conditions throughout the country,the population at risk of poverty has been decreasing year by year,but the risks still exist.Taking Guangrao County,Shandong Province as an example,according to the data from the 7th National Population Census,as of 0:00 on November 1,2020,the permanent resident population of Guangrao County was 521742,while the registered poverty-stricken population of 4162 households,7893 people,was "dispersed" and "arranged" in 432 villages.As of the end of 2020,all 4162 households and 7893 registered poverty-stricken households in Guangrao County have been lifted out of poverty.However,influenced by various risks and risks of returning to poverty,"poverty alleviation enjoying policy households" face many problems in preventing returning to poverty.Therefore,it is imperative to effectively identify the risks of returning to poverty and study corresponding countermeasures.This article analyzes the major problems and risk estimates of the "poverty alleviation policy households" in Guangrao County,conducts research on the possibility of returning to poverty,and proposes to study the risk of returning to poverty through literature search,questionnaire surveys,interviews,and other methods,and proposes prevention suggestions.Research has found that there is a risk of returning to poverty among the "poverty alleviation policy households" in Guangrao County,manifested in early warning mechanisms,inadequate policy implementation,and incomplete policy support.The main constraints are incomplete early warning and monitoring,inadequate government collaborative governance,insufficient financial support,inadequate policy sustainability and support mechanisms,and insufficient endogenous motivation.Therefore,corresponding measures should comprehensively consider the poor families themselves,local policies,investment support,and factors,and stimulate the endogenous driving force mechanism of "poverty alleviation policy households".Only through the above measures can Guangrao County,Shandong Province fundamentally and completely prevent the phenomenon of "poverty alleviation policy households" returning to poverty.
