Research On The Path Of Data Empowering G Institutions To Participate In Community Governance

With the comprehensive advancement of informatization,the development of modern information technologies such as big data,the Internet and blockchain has provided strong support for community governance,resulting in a variety of community governance forms such as "smart community","digital community" and "Internet + community governance",effectively raising the modernization level of community governance.In recent years,the emergence and development of a new community governance mechanism from the "three-social linkage" to the "five-social linkage" has provided a favorable opportunity for social work to participate in community governance.As the basic carrier of social work,social work agencies also gradually rise in this context.With the help of government purchase of service projects,they realize the close connection between the government and the community,make important contributions to enhancing community cohesion and improving residents’ self-governance ability,and greatly promote the diversification of community governance subjects.According to the 2023 government Work report,community-level governance should be improved to support the healthy development of social organizations and social work.In the new era,faced with the opportunities and challenges brought by the new community governance mechanism,social work agencies must also rationally review the situation,take the initiative to enhance their service capacity through data empowerment,and further improve the social governance system of co-construction,co-governance and sharing.Based on the historical background of data empowerment,this study takes G Organization of social work in P City of Liaoning Province as the research object.From the perspective of social work,this study comprehensively uses literature research method,case analysis method,interview method and other research methods,and takes social system theory and collaborative governance theory as the theoretical basis.From the preparation stage,start-up stage,intervention stage and evaluation stage,the practical process of data enabling G organization’s participation in community governance is elaborated,and its beneficial experience is summarized,including three aspects: adhering to the leading demonstration effect of Party construction,relying on the system to improve the service ability,and encouraging the collaborative participation of multiple forces.By analyzing the data,we can enable G organization to participate in the problems of community governance,such as the lack of big data governance concept,the weak development of professional forces,the evaluation model of informatization project to be established and the equal cooperation relationship with the government has not been established.Then,it tries to put forward an optimization path for social work agencies to participate in community governance from four aspects: shaping the concept of data development,building a team of professional talents,perfecting relevant systems and norms,and equal cooperation among multiple subjects,so as to accelerate the process of modernization of grassroots governance system and governance capacity.
