Sports Social Organizations Participate In Community Governance Research

Standing at a new starting point,the third Plenary session of the18 th CPC Central Committee put forward the great strategic concept of "improving the way of social governance and stimulating the vitality of social organizations ",and put forward new requirements for community governance,that is,breaking through the governance mode of one-way administration of government and mobilizing more social forces to participate in community governance.Community governance,as the basic project of social governance,includes all aspects of governance within the community,in which community sports,as an important part of mass sports,is also an important part of community governance,giving full play to the unique innate advantages of sports social organizations,and solving the problems of public sports service at different levels and groups of the community and the full Sufficient personalized sports needs to promote human development and promote the harmonious and healthy development of the community and even society.However,due to subjective or objective factors,sports social organizations do not reflect the due value of participating in community governance,sports social organizations are facing various difficulties and challenges.Based on this,this paper takes the participation of sports social organizations in community governance as the research object,market failure and government behavior theory,multi-center governance theory as the theoretical basis,Z institutions to participate in community governance as the practical basis,combining theory with practice,through the use of literature,questionnaire,qualitative research,interviews and case analysis,etc.A study of Z institutions' participation in community governance led to the following conclusions:1.Sports social organization participation in community governance has profound theoretical demands :(1)" market failure and government theory " shows that the market's profit-driven characteristics make it difficult to play a role in the realization of social equity,and the government can not demand and personalized services,in the dual dilemma of government and market failure,sports social organization as a conciliator and bridge,the administrative department,the market,governance object,can make up for and solve a series of problems brought by the two mechanisms.(2)The theory of multi-center governance emphasizes that multiple subjects participate in social governance affairs together,each subject is independent and connected with each other,and emphasizes the construction Build the model of "multiple co-governance" to make up for the shortage of single relying market or government.2.the needs of sports social organizations to participate in community governancein the national modern governance system,the development needs of community governance,the growing needs of residents for sports diversification,and the strong social reality demands for promoting the self-development of Z institutions and the development of other sports social organizations.3.the participation of sports social organizations in community governance can enhance the strength of social governance,and play an active and effective role in improving the level of residents' physical and mental health,integrating the resources inside and outside the community,enhancing the residents' awareness of community participation and enriching the residents' cultural and cultural life.4.sports social organizations are faced with many problems and challenges in participating in community governance.Because of the external environment and sports social organization's own problems,there are still some practical problems in participating in community governance,and it is necessary to further strengthen the cultivation and support of sports social organization.This study puts forward several suggestions according to the actual situation: first,to strengthen the change of the government's consciousness of participating in community governance;second,to improve the system guarantee of sports social organizations participating in community sports governance;and third,to strengthen the social identity of sports social organizations participating in community governance.The third is to enhance residents' awareness of participation in community governance,and the fourth is to enhance the governance ability of sports social organizations to participate in community sports governance.
