Research On Infants Under 3 Years Care Service Development

According to the CPC Central Committee’s Proposal on formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-term Goals for 2035,we should develop an inclusive system of child-care services,reduce the cost of childbearing,child-rearing and education,promote long-term balanced development of the population and improve the quality of the population.The development of infant care service system suitable for China’s national conditions has become one of the important strategies to cope with the transition of population structure,and "providing for the young" has become a major livelihood issue related to the long-term balanced development of China’s population.In the report to the 19th CPC National Congress,Comrade Xi Jinping pointed out that new progress should be made in ensuring that the young,the educated,the employed,the sick,the elderly,the elderly,the housing,and the weak are supported,so as to ensure that all the people enjoy a greater sense of fulfillment and happiness through joint development and shared development."Education" includes both preschool education for children aged 3-6,and the upbringing and care of children aged 0-3,that is,the care of children aged 0-3."Child rearing" is an important matter for people’s livelihood.The State issued the Decision on Optimizing Family Planning Policy to Promote Long-term Balanced Development of Population on May 31,2021,and pointed out that,in order to further optimize the family planning policy,a couple can have three children and supporting measures will be implemented.Also known as the "three-child policy",this also puts forward higher requirements on the effectiveness of the government in the supply of relevant public goods and services.In recent years,there are more and more researches on "infant care" by experts and scholars at home and abroad,but there are few researches on "infant care" from the perspective of multi-subject participation.This paper,based on the practice of infant care in Jinan city,uses the discipline knowledge and theory of public management to explore the path for the government,market,social forces and other different subjects to jointly participate in the implementation of infant care,its successful experience and analysis of its deficiencies,and explore the reasons.At the same time learn from international experience of some countries in infants and young children nursery,in reference to our country some infants and young children nursery service do more give prize of cities and regions,sum up,put forward some opinions for Jinan infants and young children nursery service development and the corresponding solution path,to a certain extent,to enrich the existing study "infants and young children nursery" theory.Through this study,it is hoped to attract the attention of relevant government departments and all walks of life on childcare services,build a childcare service system suitable for Jinan’s regional characteristics,meet the strong rigid needs of society and families for childcare services,and provide some feasible practical guidance for the improvement of the quality of childcare services in Jinan.
