Researchon The Cultivation Of New Professional Farmersunder The Background Of Rural Revitalization

Implementing the rural revitalization strategy is a strategic plan made at the 19 th National Congress of the Communist Party of China(CPC),a major historical task for securing a decisive victory in building a modern socialist country in all respects,and an overall focus for our work related to agriculture,rural areas and farmers in the new era.Rural revitalization is inseparable from the revitalization of human resources,the key to the revitalization of human resources is to cultivate a new type of professional farmers.The Central government has been actively developing vocational education for farmers and vigorously cultivating new professional farmers since the first document of the Central Government in 2012 clearly proposed to vigorously cultivate new professional farmers.Therefore,vigorously cultivating new professional farmers is the basic work of rural revitalization.How to scientifically promote the implementation of rural revitalization strategy and how to cultivate more new professional farmers who "love agriculture,understand technology,and are good at management" is a new topic of the theoretical and practical circles endowed by The Times.Siping city is a major grain producing city in Jilin Province and a pilot place for the cultivation of new professional farmers.Siping city has made gratifying achievements in promoting the cultivation of new-type farmers,but due to the influence of various factors,there is still a certain gap between the overall development level of rural talents in Siping City and the requirements of rural revitalization,and the talent problem has become an important bottleneck restricting the rural revitalization of Siping City.Therefore,it has become an urgent need to speed up the construction of rural talents and provide talent support for rural revitalization.Based on the logic line above,this paper makes in-depth thinking and exploration on the cultivation of new professional farmers under the background of rural revitalization.This paper is divided into four parts,as follows:The first part is the introduction,which mainly introduces the research background,research purpose and significance,research status at home and abroad,and research methods.The second part is the theoretical basis and policy support of the cultivation of new professional farmers.First,it analyzes the similarities and differences between traditional farmers,professional farmers and new professional farmers,and then expounds the relevant theories and policy support of the cultivation of new professional farmers.Finally,it analyzes the relationship between the cultivation of new professional farmers and rural revitalization.The third part is the status quo and cause analysis of the cultivation of new professional farmers.First,the use of investigation,visit and other research methods,investigated the status quo of the cultivation of new professional farmers in Siping City,and then analyzed the difficulties and causes of the cultivation of new professional farmers in Siping City.The main difficulties are as follows:farmers’ occupation consciousness is weak,cultivation contents and methods are out of line with farmers’ needs,the entrepreneurial enthusiasm of new professional farmers is not high,and the government’s support is not enough.The fourth part expounds the improvement of siping new professional farmers cultivating countermeasures,starting from the thesis,combining the actual situation of siping vocational farmers cultivating new security,put forward to improve the new professional farmers cultivating endogenous power,optimization of education training system and improve the startup configuration mechanism,strengthen the government’s policy support and financial investment and so on four aspects of improvement countermeasures,In order to provide useful reference for siping city and other areas to cultivate new professional farmers.
