Study On The Construction Of Professional Service Ability Of Resident Social Workers In Street Social Work Stations

The Ministry of Civil Affairs has proposed to achieve full coverage of social work stations in townships(streets)by the end of the 14 th Five-Year Plan,so as to open up the "last metre" of services for the people,and to ensure the construction of social work personnel in townships(streets)and give full play to the role of social workers in grassroots civil affairs.The full-scale construction of street social work stations has provided a broader practice platform for the professional development of social work forces.In May 2021,Jinan’s District S achieved full coverage of street social work stations,but there is a serious shortage of professional service ability of stationed social workers.Therefore,the establishment of a professional and vocational team of stationed social work talents is an important issue.Based on the development background of the social work profession and the construction process of street social work stations at the present stage,this paper takes the professional service ability of resident social workers in street social work stations in S District of Jinan City as the research object.Through questionnaires survey,literature analysis,field observation and semi-structured interviews to carry out research,it was found that the professional service ability of the resident social workers in the street social work stations in District S had the problems of low recognition of professional values,lack of professional ethical ability,insufficient professional knowledge,lack of professional skills and insufficient comprehensive professional quality.The constraints affecting the professional service ability of the resident social workers were also explored,mainly in terms of the lack of policy protection and support from the government,the lack of communication mechanism between the streets and the resident social workers,the lack of professional supervisory power and experience of the institutions,the lack of professional development atmosphere in the social work stations,and the lack of endogenous motivation to enhance the professional development ability of the resident social workers,which led to the professional service ability of the resident social workers being under the influence of both internal and external factors.Under the influence of both internal and external factors,the professional service ability of resident social workers was seriously inadequate and could not fully meet the service needs of residents.Therefore,in view of the current situation of insufficient professional service capacity of resident social workers,more effective countermeasures and suggestions are put forward in terms of the implementation and improvement of the government’s policies,the division of authority and collaboration at the street level,the supervision and training of institutions,the atmosphere of professional development of social work stations and the awareness of professional development of resident social workers themselves,so as to provide reference for the construction and cultivation of the talent team of resident social workers in social work stations.
