Under the background of the strategy of developing a quality workforce in the new era,talent governance plays an important part of modernization the state governance system and capacity.In order to better improve the scientific and effectiveness of talent governance,according to positive guiding,talent governance performance evaluation is helpful to test the efficiency of talent governance work,modify the methods of talent governance,and periodically reflect on talent governance.The study focuses on the talent governance performance evaluation of the Guangxi Zhuang Autonomous Region.Based on the talent governance performance evaluation theory,governance theory and previous literature,a 4E talent performance evaluation model is constructed from the dimensions of government and the market.The model indicators are revised to build a talent governance performance evaluation index system adapted to Guangxi under the background of the strategy of developing a quality workforce in the new era.The weights of the evaluation indexes and the scores of the talent governance performance evaluation are calculated by the entropy method,obtaining the scores of the talent governance performance in Guangxi from 2001 to 2019.The study shows that the overall score of Guangxi’s talent governance performance evaluation is fluctuated and reaches a peak in 2014.The scores of different governance subjects varied from year to year.Government subject and market subject coordinated governance in the game,and the government is still the cores of talent governance.The principle of economy,efficient,effectiveness and equality in the 4E theory have the same degree of influence on the comprehensive score.The principle of effectiveness has the greatest impact on the scores.The scores of the principle of economy are steady,while governance efficiency has declined.The scores of the principle of effectiveness have been significantly improved,the effectiveness of talent governance has become apparent,and the equality of talent governance has been highlighted.The study found that the overall talent governance performance of the Guangxi has been improved steadily;it’s more rational in talent governance;the collaborative governance of multiple subjects has achieved initial results.However,the talent governance of Guangxi still has governance difficulties such as strengthening awareness of streamline administration and delegate powers,improving the satisfaction of talents,and the weak role of the market.The study proposes strategies for talent governance from the perspectives of the three governance subjects of government,talent and market,in order to further improve the efficiency of talent governance in Guangxi,form a new situation of talent agglomeration,and promote modernization the state governance system and capacity.
