Nowadays,internationalization has become an inevitable trend in the development of global higher education,and cross-border higher education has been flourishing in this context and gradually become an important part of internationalization of higher education.As one of the main implementation paths of cross-border higher education,the operation of cross-border schools has played a pivotal role in it,and received a lot attention from scholars.This study takes South Africa as the object of investigation,and adopts the methods of documentary research,historical research and textual analysis to study and analyze the evolution of the value orientation of the policy of foreign higher education institutions since the establishment of the New South Africa in 1994,tracing and interpreting the process of its occurrence and development,and analyzing the basic features and influencing factors of its value orientation evolution,in order to broaden and deepen our knowledge and understanding of the policy of foreign higher education institutions in the New South Africa.The purpose is to broaden and deepen China’s knowledge and understanding of the New South African policy on the operation of foreign higher education institutions,and to provide experience and inspiration for the future operation of Chinese higher education institutions in South Africa,as well as to promote and regulate the operation of foreign higher education institutions.This study takes the value orientation as an entry point for an in-depth analysis and research on the evolution of the value orientation of the policy of foreign higher education institutions in the New South Africa.Firstly,this study examines the background of policy-making of foreign higher education institutions,interprets the motivation and reasons for the development of foreign higher education institutions in New South Africa at both international and national levels,and analyzes the value of equity and quality for foreign higher education institutions in the development of higher education in New South Africa,while describing and explaining the reality of foreign higher education institutions in New South Africa.Secondly,from the perspective of equity and quality,the evolution of the policy of foreign higher education institutions in New South Africa is scientifically judged according to the introduction of relevant landmark policies and the focus of the policy,which is divided into three stages of evolution: the initial period of highlighting educational equity(1994-1996),the period of establishing and developing the balance between educational equity and quality(1996-1999),and the period of extending and adjusting the focus on educational quality(from 2000).The policy value orientation of each stage is studied and analyzed in three dimensions:policy background,policy content and policy impact.Thirdly,this study summarizes the basic features of the evolution of the value orientation of the policy on the provision of education by foreign higher education institutions in New South Africa,which is the gradual transition from the education equity orientation to the education equity and quality orientation,and then emphasizes more on the education quality orientation.Also,this study analyzes the factors influencing the evolution of the policy value orientation.The trajectory of changes and displacement of the value orientation of the New South African foreign higher education institutions in these three stages,although reflecting obvious stage focus,also reflects a certain continuity and development,which is a reflection of the main contradictions and demands of the development of higher education in South Africa at different stages.Finally,On the basis of exploring the general rule of the evolution of the policy on the operation of foreign higher education institutions in the New South Africa,this study proposes feasible suggestions on the development of the operation of higher education institutions in China and South Africa: Chinese higher education institutions in South Africa should adhere to the principle of fairness and equality in the operation of schools,strengthen the supervision of education quality in cooperation with multiple units,and establish a perfect risk prevention and control system for the operation of schools in South Africa;in the development of the operation of foreign higher education institutions,China should accelerate the improvement of the regulatory and policy system for the operation of overseas schools in China,strive to achieve a rational balance between the autonomy of the operation of schools and government supervision,and continuously improve the information feedback mechanism for the operation of overseas schools in China.
