| At present,as one of the effective ways for higher vocational colleges to adapt to the international development of education,Sino-foreign cooperation in running schools has made some achievements in the process of development through the introduction of high-quality education resources.China has initially established a policy system framework for Sino-foreign cooperation in running schools,but the detailed rules and policy adaptability are not perfect,and the special policy for Sino-foreign cooperation in running schools in the field of higher vocational education is still lacking.Vocational education as an important part of the education system,it is of great significance to study the difficulties and causes of the implementation of the policy of Sino-foreign cooperation in the field of education,and to put forward policy suggestions to adapt to the rapid and healthy development of the internationalization of higher vocational education.This paper mainly uses the mutual adaptation model of Mc Laughlin policy implementation,from the perspective of the subject of Sino-foreign cooperation in higher vocational education,that is,the policy affected person,combined with the analysis of the current situation of Sino foreign cooperation in Higher Vocational Education in Guangdong Province,to find out the bottleneck in the specific implementation of the policy,analyze the causes of the problems,and put forward the corresponding policy recommendations.The author adopts the literature research method to sort out and analyze the existing policy texts of Sino-foreign cooperation in running schools,reviews the current policy evolution path,and analyzes the current situation of the policy in combination with the development characteristics of vocational education.At the same time,by means of empirical research,this paper combs the existing situation of Sino-foreign cooperatively-run schools in higher vocational colleges in Guangdong Province,and analyzes the concrete situation of implementing the policy of Sino-foreign cooperatively-run schools in higher vocational colleges in Guangdong Province from four aspects: examination and approval,professional enrollment,school administration and quality evaluation.There are some problems in the field of higher vocational education at present,such as the introduction of "high-qualityeducation resources" and the difficulty of curriculum internalization,the improper implementation of "one third" standard of education and teaching,the ineffective quality supervision and the confusion of the concept of "foreign-related education".The main reasons for these problems are as follows.First,the subject of implementation is limited by the lag of administrative policies and the lack of policy executors.Second,inconsistent needs and views between the subject of policy implementation and the policy affected.Third,the communication between policy executors and affected institutions is not smooth with unclear subject of policy implementation and lack of flexibility.The fourth is the lack of supporting guidance combined with regional development.Therefore,the author suggests that policy implementers and affected institutions should strengthen communication and explore suitable ways for policy implementation.The main body of policy implementers should give full play to its administrative role and do a good job of policy implementation guarantee,and the affected institutions should also accept the challenge and undertake their obligations to work together to build a platform for Sino-foreign cooperative education in higher vocational education for sustainable development. |
