Coordination Mechanism And Mediation Countermeasures Of Stakeholders In The Service Of Large-scale Stadiums In Guangzhou

On September 28,2021,the State Council issued a white paper entitled "China’s Moderately Prosperous Society in All Respects." The paper points out that China’s moderately prosperous society is a relatively prosperous society that constantly meets the people’s ever-growing diverse,multi-level and multi-faceted needs,promotes people’s overall development,and integrates national fitness and public health.As an essential cornerstone for realizing the national health goal,sports can comprehensively improve people’s physical fitness and health,play a positive role in building a moderately prosperous society in all respects,and realize the Chinese dream of national rejuvenation.As an essential carrier to provide sports public service and boost the strategic target of sports powerful nation,the large sports stadiums bear the responsibility and mission in this process.This paper adopts the literature methods,expert interview,questionnaire survey,logical analysis,the theory of stakeholder,and cooperative game.It aims to study the coordination of stakeholders in the service of large sports stadiums in Guangzhou and analyzes the rights,responsibilities,and interests of government decision-makers,operators and managers,leasing service providers,and consumer users.The research found that the following dilemmas exist in the coordination of stakeholders in large sports stadiums in Guangzhou: the government’s management decisions are not efficient enough,which restricts the realization of other stakeholders’ goals.Poor coordination in operation and management,reducing the level of venue operation.The effectiveness of leasing service supply is not high enough,which hinders the harmonious relationship between stakeholders.The public’s involuntary expression of sports demands affects the expected service requirements of other stakeholders,which seriously reduces the quality of venue services.Given the above problems,the research analyses the stakeholders’ relationship in the large sports stadiums and constructs a collaborative game model.Based on the cooperative conditions of stakeholders,the research makes a utility analysis and deduction to benefit exchange and cooperation needs.It simulates the path and strategy selection of the collective game of stakeholders.At the same time,the Shapely value method is applied to reasonably distribute the benefits of stakeholders according to the restriction conditions of rights,responsibilities,and interests and to realize the cooperative relationship capability through incentive compatibility.The paper puts forward the coordinated mediation countermeasures for the service stakeholders of large-sports stadiums in Guangzhou.From the system level,the government decision-makers should do an excellent job in the top-level design,accurate positioning,scientific research and judgment,and control the overall situation from the service objectives and direction.From the aspect of service,it is necessary to give full play to the efficiency of operation managers and leasing service providers to balance public welfare and the development of venue services to optimize competition and improve service capacity.From the subject level,we should attach importance to the demands of managers at all levels,fully mobilize the enthusiasm of each subject with policy guidance and management coordination,and pay attention to the education of individual consciousness.From the supervision level,we should perfect the supervision and management system and give play to the participation and supervision role of consumer users and third parties.The study hopes to improve the cooperative capability of stakeholders of large sports stadiums,enhance the quality of services,promote the construction of Guangzhou as a world-famous sports city,and accelerate the realization of the vital goal of Guangdong’s strong sports province and harmonious social development.
