Research On The Application Of Integrated Evaluation Model In Social Work Project Evaluation

With the acceleration of the process of innovative social governance system in China,the government constantly increasing the purchase of social work services.So the quality of social work services has attracted more and more attention,which promotes the development of the project evaluation of social work services.Meanwhile,with the development of the new public managerialism,the social service evaluation is not just the management needs of the government departments,but also the needs of the social public.At present,there are many studies on evaluation in the academic circle,but most of them start from a single perspective,either focusing on process evaluation or effectiveness evaluation.And there is also a lack of research discussion on multiple consultation participation.Differently,the integrated evaluation model proposes to integrate a variety of evaluation forms to conduct a complete evaluation of the project from the perspective of systematization,whole-process and multiple subjects,which has a certain advanced nature.What’s more,Therefore,evaluation practice and its research must also shift from managerialism to negotiation and multi-subject participatory.At present,the degree and quality of multi-subject negotiated participation is uneven.In this,the integrated social work evaluation model proposes to integrate the relevant multiple subjects and integrate the four forms of project theoretical assessment,monitoring assessment,impact assessment,impact assessment and cost-benefit assessment.However,there are few researches on the integrated evaluation model,so this paper will analyze it based on the practice experience,in order to explore the advantages and disadvantages of the model through practical application,so as to put forward suggestions for improving the model.Based on the system theory and the view of integrated evaluation model,this paper takes H evaluation project as an example,adopting the research paradigm of participation in observation and case study,and carries out application analysis in combination with the evaluation process of H project.This paper believes that the model takes the project theory evaluation as an independent evaluation part and emphasizes the participation of multiple subjects,which reflects its attention to the evaluation professionalism and multi-governance,and has a certain advanced nature.However,as the model is still in the exploratory stage,there are naturally some deficiencies,such as incomplete content and standards of some parts,non-standard interaction of subjects and too simple time boundary,which makes it unable to reflect its characteristics and advanced nature of integration and negotiation participation.However,through the analysis of its background and reason,this paper believes that these deficiencies are not completely insoluble and still feasible.Therefore,this paper puts forward perfect suggestions based on H project analysis,such as expanding project theoretical evaluation,standardizing and improving multi-party interaction standards,adjusting the time limit of monitoring and assessment,impact assessment,reducing the proportion of cost-benefit assessment,etc.The integration evaluation model and its research are still in the preliminary exploratory phase,and this paper is only a primer study of it.The future research on the model can not only analyze the macro-systematic perspective,but also study the evaluation practice from the micro level,so as to promote the organic participation of multiple subjects in the evaluation and realize the effective integration,so as to promote the social work evaluation to truly realize the value of "promoting construction through evaluation".
