Achieving "shared governance" among multiple stakeholders is the key to improving the governance structure of universities. As the core stakeholders in the university, students are one of the main forces to form the pluralistic governance pattern in the university.Especially in the context of the universalization of higher education,it has become an irreversible trend for college students,as the main part of universities,to participate in the internal governance of universities. It is important to study the willingness and behavior of college students to participate in internal university governance and to explore the factors that affect students’ participation in internal governance to promote students’ effective participation in internal university governance. It can also improve the university governance structure and realize good university governance, etc. The study defines the relevant concepts and develops the questionnaire on "university students’ participation in internal university governance" based on the full study and reference to previous research. The study conducts a descriptive statistical analysis of the content and degree of current university students’ participation in internal university governance at the levels of willingness and behavior and verifies the correlation between the willingness and behavior of university students’ participation.Based on the C.L.E.A.R model for promoting civic engagement, the variables that affect university students’ participation in internal university governance were extracted.Regression analysis was conducted to investigate the degree of influence of students’ intrinsic factors and environmental extrinsic factors on their participation in university governance behavior. The main findings of the study are as follows: student participation in internal university governance is limited and there is a marginalization of student participation. There were significant differences between students’ willingness and behavior to participate in all types of affairs.Differential analysis of students’ background information revealed that there were significant differences in the degree of participation in university governance by students’ academic stage, subject category, student officer experience, and academic achievement.Multiple regression analysis revealed that: Attitude toward participation significantly influenced student participation behavior in the student affairs dimension;intrinsic motivation significantly promotes student engagement behaviors in the curriculum and instruction, student affairs, and student development dimensions;self-efficacy and information feedback significantly influenced student participation behavior in all affairs;engagement channels were significant in promoting student engagement in both course instruction and student development dimensions.Based on the results of the study,we propose relevant recommendations.First,we should cultivate students’ main participation consciousness and activate students’ participation intrinsic motivation;second,we should deeply enhance students’ participation ability and participation confidence;third,we should promote information disclosure and establish a feedback mechanism;fourth,we should develop new channels and give full play to the utility of existing participation channels;fifth,we should broaden the depth and breadth of students’ participation and establish a tiered participation mechanism.
