Research On The Path Of Promoting Agricultural Modernization By China’s Agricultural Colleges And Universities

Agriculture is the foundation of the world,and people depend on it to live.As a large agricultural country,agricultural is the base of our national economic and social development.Promoting agricultural modernization is the development direction of world agriculture as well as the long-term goal of China’s agricultural development.The report of the 19th National Congress Party of China proposed to speed up agricultural modernization by focusing on the construction of modern agricultural industry system,production system and management system,which is the inevitable choice based on China’s current national condition and development stage,and is the inevitable requirement for the decisive victory of building a moderately prosperous society in an all-round way and building a socialist modern powerful country in an all-round way.However,the level of agricultural modernization in China is relatively backward,which seriously affects the synchronous development of the all-round modernization.It has become a short board of China’s modernization,and also a challenge that must be focused on during the 13th Five Year Plan Period.At present,China’s economic development has entered a new normal.Accelerating agricultural modernization is of great significance to stabilizing growth,adjusting structure and benefiting people’s livelihood.Agricultural modernization is inseparable from talents,science and technology,services and agricultural industrialization,thus it demands strong support from agricultural colleges and universities.It is of great practical significance to explore the effective path of agricultural colleges and universities to promote agricultural modernization for solving the key problems of agricultural talents,science and technology,related social services and agricultural industrialization in China.Based on the theory of human capital,the theory of new economic growth,the theory of social-service function of universities and the theory of combination of production,study and research,this thesis starts with four dimensions——personnel training,science and technology,social services and industrialization level,then collects the opinions of agricultural practitioners,experts,scholars and students of agricultural colleges and universities in Hubei Province on the promotion of agricultural modernization in the form of questionnaires and interviews.It is found that agricultural colleges and universities have trained a large number of agricultural talents,the system of scientific and technological extension is relatively perfect,the advantages of social service are obvious and they are leading the level of agricultural industrialization to improve.However,under the influence of economic factors,institutional factors and conceptual factors,agricultural colleges and universities in the process of promoting agricultural modernization do not have enough support for personnel training,and the scientific and technological extension system needs to be improved,social service advantages need to be strengthened,and agricultural industrialization level needs to play a greater role.It is urgent for agricultural colleges and universities to contribute in specific fields.Based on project,the thesis investigated many agricultural colleges and universities in China,then selected China Agricultural University and Nanjing Agricultural University as cases,and found excellent experience of these two universities in promoting agricultural modernization in recent years,that is,to build first-class disciplines,to educate talents by collaborative agricultural,science and education,to explore the coordinated development of universities and local industries in targeted poverty alleviation,to construct the mode of characteristic education,and to build a specialized docking platform,which has certain reference value.Based on field investigation,this thesis further investigates the advanced experience of Cornell University,Swedish University of Agricultural Sciences and Wageningen University in promoting agricultural modernization in their country and even around the world in terms of personnel training,scientific research,social services,industrialization promotion,etc.,in order to explore effective experience for China’s agricultural colleges and universities.Based on the above practices and experience,the government should improve the guidance of policies and regulations,use capital projects to attract agricultural talents to the grassroots,and build a service platform.The social forces should strengthen the sense of cooperation,do a good job in the communication,and actively integrate into the development process of agricultural industrialization.China’s agricultural colleges and universities should clear strategic positioning,strengthen personnel training,improve the efficiency of the transformation of agricultural scientific and technological achievements,build diversified channels to the countryside,and encourage innovation as well as entrepreneurship of higher agricultural talents,contributing more to the promotion of agricultural modernization.
