Since 1990s,the expansion of higher education not only improved the human capital level of China’s labor market,but also led to a large number of highly educated job seekers entering the labor market in a short time.However,the labor market could not accommodate the rapidly increasing labor force in time,resulting in a mismatch between supply and demand in the labor market.The mismatch between supply and demand may lead to the phenomenon of"education mismatch".Education mismatch has costs for society,enterprises and individuals.For individuals,education mismatch will not give full play to the quality of labor force,and for society,education mismatch is the failure of resource allocation.At present,China’s economy has entered the "new normal",and the task of economic structure adjustment,industrial upgrading and development mode transformation is arduous.As an important factor of production,the effective allocation of labor resources is very important to the growth of China’s national economy,so the research on related topics has always been a hot topic in the academic community.In this paper,starting from the current situation of China’s labor market,it is of certain practical significance to study whether the talent introduction policy can promote educational adaptation to a certain extent.The research content of this paper mainly includes the following five aspects:First,it introduces the background of talent introduction policy and China’s education matching.Secondly,it summarizes the literature related to education mismatch and talent introduction policy.The literature review of education mismatch focuses on the definition,measurement methods and influencing factors,and the literature review of talent introduction policy focuses on the implementation effect of talent introduction policy,as well as the research on the relationship between talent introduction policy and high-tech industry jobs.Third,theoretical analysis of the talent introduction policy to alleviate education mismatch,and further put forward theoretical hypothesis.Fourthly,the multi-period difference of differences method is used to study the influence effect and mechanism of the implementation of the talent introduction policy on the education mismatch,and a series of robustness tests are carried out on the results.Specifically,based on the relevant data at the year-city level from 2014 to 2018,this paper measures the impact of talent introduction policy on individual education mismatch in benchmark regression,and conducts parallel trend test and heteroscedastic test.In addition,this paper further discusses the heterogeneous impact of talent introduction policies on alleviating education mismatch,classifies talent introduction policies according to preferential subsidy measures,educational threshold and urban administrative level,and tests the effect of talent introduction policies under different classifications to alleviate education mismatch.Fifthly,relevant policy recommendations are put forward based on the above theoretical and empirical research results.The empirical study of this paper finds that the talent introduction policy can significantly improve the education adaptation degree of highly educated talents,which is specifically reflected in the implementation of the talent policy,on average,the degree of individual education mismatch in the city decreases by 0.54%.Its action mechanism is as follows:Since the probability of providing jobs in high-tech industries is greater than that in non-high-tech industries(Liu Yuyun,2020),talent introduction policies can prevent highly educated workers from crowding into low-skilled jobs by promoting the increase of jobs in high-tech industries(Sun Kunpeng et al.,2021).So as to alleviate the education mismatch caused by the supply of highly educated talents is greater than the labor market demand.The results of heterogeneity analysis show that the effect of monetary subsidy in alleviating education mismatch is stronger than that of housing subsidy,household registration convenience and children’s education convenience.The higher the educational threshold of talent introduction policy,the better the effect of alleviating education mismatch.The ranking of the effects is doctor>Master>Bachelor degree;The effect of talent introduction policy in vice-provincial cities on alleviating education mismatch is obviously better than that in other cities.Compared with the existing literature,the possible marginal contributions of this paper mainly include the following three aspects:First,most of the existing literature studies the relationship between government policy and education mismatch from the perspective of per capita social security expenditure and per capita medical education expenditure.In contrast,the talent introduction policy provides a better quasi-natural experiment opportunity for this paper to study the relationship between government policy and education mismatch,which can alleviate the endogeneity problem existing in such studies to some extent.Secondly,the empirical results of this paper prove that the talent introduction policy has generally played a role in alleviating the education mismatch of highly educated talents,and provides a direction for alleviating the education mismatch problem in China at the practical level.Thirdly,based on the conclusion that the talent introduction policy is mainly implemented for high-tech industries in the literature,this paper studies the impact of the talent introduction policy on education mismatch by taking the mechanism of increasing the jobs in high-tech industries as the mechanism,so as to provide theoretical and empirical basis for the implementation of the talent introduction policy. |
