With the rise of the knowledge economy, " the development of high technology, promote the industrialization" have be the loudest slogan in today’s era, significant change of economic development also requires the power of economic development achieving the transfer from the high consumption to scientific and technological process.The development of science and technology to a great extent,depends on the progress of talent,science and technology level gap also show the talent gap.At present,both development countries and developed countries boils the slow development in high technology down to a lack of human resources,for all this,they work out all kinds of talent introduction,training and incentives policy.After the country put forward the strategic slogan "central rise", the central provinces make the development of China’s high-tech industry as the key to transfer economic development mode. therefore, the research of central talent competitiveness and its effects on high-tech industry, and then based on this, put forward suggestions of high technology industry,has extremely important practical significant for realizing the strategic goal of central rise as soon as possible.Based on this, this article mainly use the econometric analysis method,construction the empirical model of talent competitiveness to high-tech industry growth,measure the high technology industry and talent development level of six central provinces in 2000-2013, trying to find out the contribution degree and inherent law of talent competitive ability to high technology industries and making better use of human resources to promote the development of high technology industry.In this article, the research content concrete from the following four parts:The first part: state the research background and significance of this article,domestic and foreign literature review,research ideas and methods,etc,define the high-tech industry and talent competitiveness term,review basic theory of talent competitiveness,high technology industry and human capital contribution to economic growth,describe the influence mechanism of talent competitiveness to high technology industry.The second part: summarize the current state of high-tech industry development and talent competition in the central province.Through chart description statistics and comparative methods,analysis the development status of central province high technology industry and human resources,comparing the developing gap of the east,middle and west,propose the main direction of this research:the central province talent competitiveness research on the contribution of high technology industry growth.The third part, the empirical research. First of all, in combination with previous research on the basis of selecting talent competitiveness evaluation index system, based on scale of talent, talent input, output, talent environment four secondary indexes selected nine representative specific indicators as explanatory variables, using high technology industry and the talent competition in the middle of the six provinces panel data,construct talent competitiveness of the high technology industry’s contribution to the growth econometric model for empirical analysis.The fourth part:summarize the research conclusion, and put forward suggestions.This article argues that the suggestions conclude several aspects, including further deepen the reform and innovation, promote the benign development of regional industrial structure;Vigorously develop education,increase education investment, deepening the reform of higher school education system;Improving the level of output and efficiency of utilization of talent resources fully give play to the role of talent;Reasonable talent attract policy, prevent brain drain, etc.
