The Research On Promoting The Research On Urbanization Of People With The County Seat As The Main Carrier

Urbanisation is currently a major issue in China’s economic development,and the healthy and rapid development of urbanisation is a guarantee for China’s economy to maintain high and stable growth.By the end of 2020,China’s urbanisation rate reached 63.89%and the proportion of urban population rose from 17.9%in 1978 to 59.6%in 2018,completing in just 40 years the development of European and American cities over the last hundred years.The process.However,due to the dualistic urban-rural household registration system and the lack of urban governance capacity in the process of rapid urbanisation,the emphasis on the construction of "things" has neglected the urbanisation of "people",and insufficient attention has been paid to the development of "people" in urbanisation.Insufficient attention has been paid to the development of "people" in urbanisation,and the transferred agricultural population cannot be truly equated with urban residents.The accelerated concentration of labour in a few mega-cities and large cities has posed a huge challenge to the carrying capacity of the cities into which they have moved,restricting the high-quality sustainable development of cities and creating obstacles to the rational layout of China’s cities and the achievement of coordinated regional development.With 2,990 county-level units,including 1,633 counties,387 county-level cities and 970 districts,China has a large population of counties,so the importance of county cities cannot be ignored in the process of promoting urbanisation.Based on the connotation of human urbanisation development,this paper uses data from the Urban and Rural Construction Statistical Yearbook and the County Statistical Yearbook to fully explore the practical significance and strategic advantages of promoting human urbanisation with counties as the main carrier,selects 32 counties in four cities in southeast Henan as the objects of human urbanisation measurement,and constructs a five-in-one comprehensive human urbanisation measurement system unified by population indicators,economic indicators,industrial indicators,education development indicators,medical and social security indicators.The five-in-one comprehensive human urbanisation measurement system is evaluated using factor analysis and cluster analysis.The scores of different counties on each factor level are further analysed,the reasons for the differences are analysed,and the key factors affecting the level of human urbanisation are explored.The study found that:there are large differences in the level of human urbanisation development in county areas,and the overall score level is not high;there are obvious development gaps between counties,with counties represented by provincial counties and county-level cities scoring at a higher level;the main factors limiting the score level of counties are social security,infrastructure level and education development level,reflecting that there is still a considerable gap between counties and big cities in the provision of basic public services;in county areas The existence of concentrated contiguous low or high scores indicates that there are regional differences in the level of human urbanisation development.Based on the above findings,this paper recommends:firstly,cultivating and developing various types of business entities,focusing on developing the county economy,activating the water of the county economy,and setting the economic foundation for the urbanisation of people;secondly,speeding up the elimination of the dual structure between urban and rural areas,narrowing the regional development gap,and realising synergistic development between regions.Third,establish a social security system in the county,promote comprehensive protection for people moving into the city,and lay the foundation for social security for the urbanisation of people;fourth,increase infrastructure-related investment and input,improve the infrastructure of the county,promote the citizenship of the population in the vicinity,meet the various public needs of people moving into the city,and improve the quality of life of the people.
