In recent years,China's political,economic and social development has entered a new stage,all areas of society are seeking new changes,new positioning.In this background,both to the development needs of China's transferring agricultural people and the government's macroeconomic policy designing,boosting citizenization of agricultural transfer of population is a comprehensive and systematic problem covering economic,political,social,psychological and other areas.It can not be actualized and form a continuous impetus of citizens of the agricultural population transfer depending on the implementation of a single field or a few policies.Only the collaborative governance,flexible management,multi-level governance and other concepts of public governance can promote the path of agricultural transfer of population and avoid that the policy components remains surface,stubborn obstacles will be difficult to break through and so on.
