With the advent of the era of big data, the application of data has penetrated into all corners of production and life, which has a great impact on human society.Various industries gradually recognize the importance of data, and more and more countries have brought the promotion of big data application to the national policy level. The content of basic civic literacy in the era of big data has also changed, and data literacy has become a basic literacy that citizens should possess, and cultivating data literacy among citizens has become an inevitable requirement in line with the development of the times. The secondary school stage is an important learning stage before students complete basic education and enter social work or university, and it is a critical period to train students to adapt to future social challenges,so it is more important to focus on the cultivation of data literacy of secondary school students. From the existing studies,it is found that the study of data literacy for middle school students has not received much attention from researchers, and the related data literacy education practices are even fewer. In order to design and develop a school-based curriculum suitable for cultivating data literacy among middle school students, this paper uses various methods such as literature research method, questionnaire survey method and action research method to investigate the data literacy competency model of middle school students, design a school-based curriculum related to data literacy of middle school students and verify its feasibility and effectiveness. The specific work of this study is as follows.First, this study compares the literature on data literacy-related research, defines data literacy and related concepts, and also summarizes and generalizes existing competency models of students’ data literacy, constructs a competency model of junior high school students’ data literacy by combining the curriculum standards and students’ characteristics, and elaborates the competency goals of junior high school students’ data literacy.Secondly, this study develops and designs the school-based curriculum based on the scenario model, analyzes the social needs, school education goals and learning targets, and designs the curriculum objectives and curriculum programs. It also designed an action research program based on the teaching content arrangement and school teaching situation. Finally, this study put the school-based curriculum design into practice, analyzed observation data and questionnaire data from real classroom implementation, identified problems in teaching implementation, proposed corresponding solutions to be addressed in the next round of action research, and tested the effectiveness of problem solving based on data from classroom observations and questionnaires. The changes in students’ data literacy levels were also compared to illustrate the effectiveness of the school-based curriculum developed in this study on students’ data literacy development. In summary, this study finally constructed a data literacy competency model for middle school students, designed a school-based curriculum of"Data Literacy and Science" for middle school, modified and optimized the school-based curriculum through three rounds of action research, and finally obtained a more complete school-based curriculum content.Analysis of the pre-test and post-test data of the students’ data literacy level scale shows that the students’ data literacy level has been improved to a certain extent, which indicates that the school-based curriculum of this study can improve the students’ data literacy level, thus providing reference values for practices related to data literacy education for middle school students.
