As one of the early cities in China to explore and practice the localization of social work,Shenzhen has a fruitful experience in setting up supervisory positions and nurturing supervisory talents.At the end of 2020,the Shenzhen Municipal People’s Government released a series of policy documents represented by “Several Measures on Improving the Level of Social Work Services in Shenzhen”,and this new policy on social work in Shenzhen(referred to as Shenzhen Social Work The implementation of the “New Policy”)also marks a new stage in the professional development of social work in Shenzhen.Looking back at the history of the construction of the professional system of social work supervision in Shenzhen,it shows the characteristics of gradual,phased and regionalization.In the past three years,as the supporting policies of the“New Deal” for social work in Shenzhen have been rolled out one after another,social work supervisors are facing new choices in the midst of opportunities and challenges.Combining the main ideas of constructivist theory,this paper describes the current situation of the construction of the professional system of social work supervisors in Shenzhen from three levels: the training and motivation of supervisors,the discipline and use of supervisors,and the assessment and management of supervisors.Guided by the historical institutionalism theory,the study finds that factors such as insufficient motivation mechanism,serious path dependence and deep structure are the main reasons for the dilemma of the professional system of social work supervision in Shenzhen.To address the above-mentioned problems and causes,this paper mainly adopts a qualitative research method and collects data through participant observation and semi-structured interviews,analyzes the specific roles and functions played by social work supervisors in Shenzhen under the background of the New Deal,and explores the strategies for optimizing the professional system of social work supervisors at three levels: macro,meso,and micro.The study explores the optimization strategies of the professional system of social work supervision at three levels: macro,meso and micro,and provides new directions and thoughts for the high-quality development of local social work supervision.At the macro level,the government should actively promote the institutionalization and legalization of social work supervision,and improve the social work supervision grade recognition and salary funding system;at the meso level,represented by the industry association and social work organizations,the industry association should play the role of overall supervision and professional leadership,promote industry regulation and research advocacy,and enhance the cohesiveness of the supervisory team.Social work organizations should continue to play an important role in the education and training of supervisory personnel,strive to improve the quality and level of social work services,and actively participate in social construction and social governance;microscopically,supervisors should strengthen their own capacity building,do a good job in exploring career direction and planning for professional competence,and actively adapt to the new trends of industry development.
