Research On The Intervention Mode Of The Third-part Supervisor In Social Work Service Project

Chinese social work industry shows a kind of project-oriented development trend.Social work supervision is an important guarantee for the quality of social work service projects.The construction of social work supervision talents has become the key to the specialization and professionalization of social work industry.However,in the current practice of local social work supervision in China,there are problems such as weak cultivation of supervisor,weak awareness of supervisor,malfunctioning of internal supervision and cultural adaptability of overseas supervisor,which lead to social work supervision deviating from its original intention.Therefore,how to give full play to the functions and advantages of social work supervision in social work service projects has become a hot topic for the current social work practitioners to explore.To this end,Wuhan draws lessons from the experience of social work supervision system construction in Shenzhen.Combining it with the actual situation of local social work supervision and development.Then Wuhan introduces the third-part supervisor into social work service projects to form a double supervision mechanism.,Which aims to promote the standardized operation and sustainable development of the projects.In the meanwhile the construction of the local social work professional supervision talent system will be promoted.The study mainly adopts qualitative research method.Conducting data collection through participatory observation method,semi-structured interview method and questionnaire survey method.And take the supervision project of L organization under the background of Wuhan Zhongci project as a case to study the intervention mode of third-part supervisor.The study found that in this model,the internal supervisor is the organization supervisor and the project leader,and the third-part supervision is the supervisor expert dispatched by the industry association.Through the supervision and guidance of third-part supervisor,internal and external supervisors makes clear the division of labor,strengthen cooperation,which jointly give play to the synergistic effect of internal and external supervision.In addition,the third-part supervisors assist internal supervision to complete the project goal by clarifying internal supervision requirements,carring out the supervision group questions,assisting activity planning,organizing professional skills training,integrating of internal and external supervision resources and project evaluation,which ensure the quality of the project and promote the process of internal supervision professional ability.According to the results of the project and later interview content,the analysis of social work service project third-part supervision intervention model has the following advantages.Such as promote the standardization of the project management,promote the integration of internal and external supervision resources,ensure the authenticity and objectivity of project evaluation,promote the project to optimize,promote the internal supervision talent team construction and linkage internal supervision,collaborative play the efficiency of integration.At the same time,the research found that the third-part interventional supervision mode also has the problems such as the transformation of theoretical knowledge into practical action,the coordination of internal and external supervision relationship,supervision funds,the implementation of supervision system and the differences between internal and external supervision.In view of the above problems,the study puts forward relevant countermeasures which based on the perspective of social work system to improve the intervention of third-part supervision from the government system,industry association system,social work organization system and project supervision system.It provides experience for the construction of the national social work supervision mode.In the meanwhile,it also provides new thinking for the training of local social work supervision talents.
