| College students volunteer service west plan is a public welfare enterprise put forward under the background of "western development",it is an important form to promote western construction,promote the development of Chinese volunteer projects,it is an important way to introduce outstanding high educational talents in the east of the west,promote the development of western grassroots cause,alleviate the "employment difficulties" of Chinese college graduates.Since 2003,the project has recruited a specified number of volunteers in accordance with relevant policies to carry out the work of supporting education,health care,agriculture and poverty alleviation in the western grass-roots areas every year.The nature of the work is public welfare,and the government will pay their salaries in the form of living subsidies.From the current implementation of the "West Plan",there are still some problems to be solved,such as insufficient incentive mechanism,inadequate management and weak willingness of volunteers to stay in the West.This study adopts the method of questionnaire survey and interview to investigate the college volunteers of the West Plan,including those who have finished their service period and those who are serving at the grassroots level,so as to deeply understand the questions that college students ask in the process of volunteer service,and analyze the causes of the problems of the "West Plan" of college students’ volunteer service from three aspects: individual volunteers,universities and service offices.And put forward the corresponding solution strategy.It is found that the "Western Plan" plays an important role in alleviating the self-promotion of college graduates,promoting the regional flow of outstanding talents and guiding college resources to participate in local poverty alleviation.The investigation found that the volunteers of the "Western Plan" are not enthusiastic about their work,and their self-care ability,working ability and psychological endurance need to be strengthened.The volunteers lack the belief to take root at the grassroots level.The study found that the volunteers had a biased cognition of volunteer service,took part in the project of western China more utilitarian,lack of hard-working spirit.At the university level,the implementation of the "Western plan" is not in place,the university publicity is not enough,the policy interpretation is not in place,the lack of unified volunteer assessment standards,and the cultivation of students’ comprehensive quality is not enough.The management mechanism of relevant service office is not perfect,the publicity is insufficient,the social recognition is weak,and the living allowance of volunteers is not in place.Local project offices "put more emphasis on the use of volunteers than on training".Pre-service training is not in place,the position setting does not match the major of volunteers,and the lack of humanistic care for volunteers in life.The project office did not arrange the follow-up employment welfare for volunteers,and did not provide enough welfare policies for volunteers to stay in the west and for volunteers to return to the mainland.Therefore,this study puts forward the following suggestions to solve the difficulties faced by the "Western Plan" project and seek better development of the project in the future.First of all,the volunteers correct the service motivation,second,the universities improve the "West Plan" project publicity and volunteer selection mechanism and strengthen the cultivation of college students’ comprehensive quality,and finally,the relevant project offices should improve the "West Plan" project working mechanism,more measures to retain volunteer talents,so as to effectively solve the difficulties faced by college students volunteer service West Plan project.Seeking better development of the project in the future. |
