With the rapid development of China’s economy and gradual reform of its social management, the demands of those families rescued by the minimum living allowance system (MLAS) are broadening, which is turned the single demand that the lowest life guarantee to diversed demands such as education, employment, health care and spiritual culture, etc. In fact, China’s current MLAS is unsatisfied with the demands of the minimum living allowance families. Moreover, the MLAS is innovating its method and diversifying its helping ways.As a part of the new MLAS, the social work supplies such a kind of faithful and professional service. It has gained a rapid development with the high attention of the Chinese government, since the beginning of China’s eleventh-five-year blueprint, Purchasing public services by the central government to be a type of social public management by the local governments, which has been widely adopted. What’s more, it offers an opportunity for the social work accessing to the MLAS and managing to assist the MLAF.Based on the theory of the social support network and the social support network project for MLAF in Chaoyang District in Beijing, this paper focuses on the theme of social assistance for MLAF and tries to establish a new way for MLAS by the social support network mode.The full text divides into two parts. The first part is the introduction including five sub-parts:the background, the study origin and significance, the theoretical concepts and literature review, the research method and framework. This section describes the process of social support network intervention model for minimal assurance family of Beijing C social work agencies as the core, which will adopt qualitative research methods in order to draw the outline of the social support network intervention model for MLAF.The second part is the body of the dissertation including four sub-parts: investigation of the lack of social support for the MLAF, reconstruction of the social support network, establishment of the social assistance for the MLAF and the conclusions. In this part, the local social support network for the MLAF has been set up based on the case study. It generally contains three steps:1) investigating the lack of the MLAF,2) reconstructing the social support network, and3) carrying out the special social assistance. It suggested that the social workers be the media which linked the social support network to the MLAF and which assisted the social support establishing.An innovative viewpoint of the paper is the local social support network model which derived from social work’s business could provide some instructions and lessons for the similar social work services; indeed, it sets up an advanced way to serve the similar poverty-stricken individuals.
