A Study On The Implementation Of Campus Ice And Snow Policy In Beijing From The Perspective Of Smith Model

With the continuous improvement of national economic strength and the deepening of educational reform,ice and snow sports have gradually entered the public’s vision and become an important part of People’s Daily sports.Beijing,as one of the main host cities of the 2022 Winter Olympic Games,has ushered in a major opportunity for the development of ice and snow.The municipal government and the sports department have issued many policies to encourage the long-term development of ice and snow sports and vigorously popularize ice and snow sports on campus.The popularization of ice and snow sports on campus plays an important role in creating an ice and snow atmosphere and improving students’ physical health.In order to ensure the smooth popularization of ice and snow sports on campus in Beijing,it is necessary not only to formulate relevant ice and snow policies,but also to ensure the effective implementation of the policies.Therefore,with the help of different perspectives of the model,this paper analyzes the problems in the implementation process and explores effective solutions,so as to further improve the implementation effect of the snow and ice policy in Beijing primary and secondary schools.This paper mainly adopts the methods of literature,field investigation,interview,grounded theory research and model analysis to study the implementation effects and problems of campus ice and snow policy in primary and secondary schools in Beijing.With the help of Smith model and Nvivo 11.0 software,this paper analyzes the problems in the implementation process from the four aspects of the policy itself,the implementation agency,the target group and the implementation environment.On this basis,it explores the deficiencies in the implementation process of the campus ice and snow policy in Beijing.According to the actual situation and future development needs,the optimization path is proposed,and the following conclusions are drawn:(1)There are plenty of campus ice and snow policies in Beijing,but the content and system still need to be further improved to improve the status of the policies.There are more than 40 campus ice and snow policies in Beijing,including the development background,development status,development direction,main tasks and supervision measures of campus ice and snow.(2)The Beijing Municipal Bureau of Sports and other relevant executive departments have made great efforts in the preparation and construction of venues and the promotion of ice and snow during the Winter Olympics.However,in this process,there have also been some problems,such as the imperfect supervision and management mechanism,the lack of event organization and the poor linkage effect of departments.With the support of Beijing Municipal Education Commission and Sports Bureau,the Beijing Primary and Secondary School Students Winter Games have been held since 2016,which has become an important platform for all districts to discover ice and snow talents.(3)The snow and ice policy on campus in Beijing has a large audience,and there has been a significant increase in the participation of the snow and ice population,but the correct understanding of the policy needs to be further enhanced.Different groups have different interest choices.The implementation of campus ice and snow policy will have a certain degree of influence on the behavior choices of schools,teachers,parents and students.Through research,it is found that there are self-interested behaviors in different groups,which is not conducive to the promotion of campus ice and snow.(4)The political,economic and cultural environment of Beijing provides a good environment for the implementation of the policy,but there are still hindering factors to be solved,including the cultivation and introduction of ice and snow talents,the coordinated development of various regions,the construction of ice and snow atmosphere,the improvement of site facilities and educational reform.With the support of the government and a number of policies,many colorful snow and ice activities have been held in Beijing in recent years,which have played a good role in promoting the popularization of snow and ice on campus.According to the above conclusions,the following suggestions are put forward to promote the implementation effect of campus ice and snow policy in Beijing:(1)Strengthen the top-level design and construct a perfect policy system.(2)Strengthen top-level design and build a sound policy system.(3)Strengthen the target group’s policy identity and participation.(4)Create a sound environment for policy implementation.
