The Evolution Characteristics And Experience Of The "Five-Year Plan" Of Sports In China

Since the founding of the People’s Republic of China,the five-year plan has always led the development of China’s economy and society.After more than 70 years of wind and rain,it still plays an irreplaceable role in China’s development and has become a unique governance mode with Chinese characteristics.In the new era,the Five-Year Plan has atttracted great attention in order to improve the socialist system and promote the modernization of China’s governance system and capacity.In the field of sports,from the compilation of the first "five-year plan" in 2006 to the introduction of the 14th Five-Year Plan for sports,the "five-year plan" has been continuously enriched,developed and improved.Its forward-looking,leading and guiding role has greatly promoted the modernization of the government’s sports governance system and governance capacity,effectively helping the construction of a strong sports country.Therefore,it is of great significance to study the development course of the"five-year plan",refine the evolution characteristics and summarize the experience and enlightenment for improving the efficiency of government sports governance and leading the high-quality development of sports.This paper uses literature research,historical analysis,text analysis and comparative research methods,Taking the four five-year plans for the development of sports issued by the General Administration of Sport of China from the 11th Five-year Plan period to the 14th Five-year Plan period as the research object,Through the analysis of word frequency and attention,the evolution characteristics of sports"five-year plan" are summarized through policy discourse,and the experience and enlightenment are summarized.Conclusions:(1)The "five-year plan" of sports is a governance mode with unique Chinese characteristics and the guidance and guarantee for promoting the construction of a strong sports country.It plays an important role in strengthening the party’s leadership of sports cause,ensuring the sustainable development of sports and promoting the modernization of sports governance capacity and governance system.(2)From the "first Five-year Plan" to the "tenth Five-year Plan" period,the sports"five-year Plan" has not formed an independent text.The sports development plan formulated by China is included in the national economic development plan,and the main purpose of the development of sports undertakings is to promote China’s economic and social development.During the 11th Five-Year Plan period,the General Administration of Sport of China promulgated the first independent text "five-year Plan" for sports,marking the formal formation of the "five-year Plan" for sports.Since then,meeting the sports needs of the people has become the main purpose of the development of sports.(3)Through the analysis of the content of the 11th to 11th five-year sports planning,it is concluded that the 11th five-year sports planning is in the context of the 2008 Beijing Olympic Games,and the competitive sports have the highest attention allocation and strong promotion.The 12th Five-Year Plan is in the post-Olympic period,and the people have high enthusiasm to participate in sports,and mass sports has become the most aggressive field in this period.The 13th Five-Year Plan is in the period of rapid development in the field of science and technology.Leading sports development with science and technology has become a hot spot and taken as an opportunity to deepen the reform of key areas of sports.During the 14th Five-year period,the international situation restricts the development of sports to some extent.The domestic situation is relatively stable and in the critical period of sports development.The government’s attention distribution is relatively balanced,and the overall promotion is significantly enhanced.(4)The text of the "five-year plan" of Chinese sports has the following evolution characteristics:The planning target is becomes clear;planning principles change from promoting sports development to promoting human development;policy implementation subjects tend to diversify;attention distribution from limited to comprehensive diversity;and the types of policy tool are more balanced.(5)The "five-year plan" of Chinese sports has the following experiences and enlightenment:Adhere to the overall leadership of the Party;adhere to the planning concept of "planning for the people";the change of policy background is the driving force of policy evolution;maintain the balanced linkage of development strategy,development plan and annual plan;and adhere to the "development plan" and "key construction projects".
