Research On Governance Jurisdiction Competition Between Professional Social Work And Administrative Community

The public’s demand for public services is becoming increasingly diverse,and the requirements for the level of public service are also increasing.Social work is gradually showing a unique role in the field of social governance and social services.On April 20,2021,the Office of the Ministry of Civil Affairs issued a notice on accelerating the construction of social work stations in townships(streets),which requires all regions of the country to coordinate and accelerate the construction progress of social work stations in townships(streets),and incorporate the construction of social work stations into key civil affairs work in various regions.To this day,the professional society in China has not undergone fundamental changes since the 1980s,when it returned to the spatiotemporal background dominated by traditional social service models.The strong position of China’s well-established administrative social management service system and the weak position of social work being promoted from top to bottom have shaped the current administrative institutional environment for the development of professional social work.Wang Sibin’s approach of embedding professional social work into the existing field of social services and seeking personal development is called "embedded development".In the process of embedding in the field of Community Governance,professional social work and administrative communities entered the occupational system of Community Governance,and there was a competitive interaction of occupational jurisdiction.The research focus of this paper is how to use career system theory and career system model to observe and explain the requirements of professional jurisdiction in the context of social work embedded in Community Governance,the interaction of jurisdiction when participating in the jurisdiction of social governance business with the administrative community,and the changes in the scope and strength of professional jurisdiction.Using participatory observation and in-depth interviews as research methods,this study takes Shenzhen H Social Work Service Institution as an example.The main research focuses on three aspects:The first is to study the changes in the business scope of professional social work,explore the factors that can participate in Community Governance business and find the source of motivation from external factors and self construction.The second is to discuss the professional jurisdiction competition interaction between professional social work and administrative community after embedding in the Community Governance field.Corresponding to the three stages of community purchase service,the process of competition interaction is divided into the first,middle and last stages for discussion.The third is to discuss the current situation of professional social work’s shrinking professional jurisdiction in the competition and interaction with administrative communities,and the difficulties caused by the shrinking professional social work jurisdiction.The difficulties are divided into three aspects:professional identity,professional support,and support network.This study aims to use the perspective of occupational system theory to analyze the interaction between professional social work and other governance entities involved in the process of participating in community multi entity governance when embedded in urban community fields.Provide professional social work to improve the service level of Community Governance,and help the main body of Community Governance complete the research idea of transformation from administration to socialization.
