A Study On Self-Governance Of Urban Community In China From The Perspective Of Governance Theory

Governance theory has played an essential role in the process of self-governance of urban community in China, which demands on the rational allocation of social resources and highly efficient management through the mutual interplay of multiple roles and mutual interaction. The goal for the self-governance in the urban community is that, requiring the stakeholders deal with the public affairs in democratic and consultative way, avoiding all external mandatory interventions from outside factors, as well as transferring into the states of self-education, self-management, self-service and self-regulation. The achievement of self-governance in urban community is not only the goal of community construction, but also the manifestation and application of Governance theory.This study analysis the issue of self-governance of urban community in China through the perspective of Governance theory. Firstly, the author explains the origin of this project, the theoretical and practical significance, the concept of community, community self-governance as well as the background of Governance theory. In addition, to emphasize the interpretation and inspiration on fostering new mechanism of public responsibility, forming urban community self-governance structure with multiply participants, etc. And then, the essay provides the information about the main patterns of China's urban community self- governance development, including "Qingdao pattern", "Shanghai pattern", "Shenyang pattern", and "Jianghan pattern". The author also does some research into the connotation and features of the Community self- governance pattern of America, the Governmental guiding pattern of Singapore and the Mixed pattern of Japan. Based on this analyses, the comparison study on community self-governance between China and foreign countries has been made to clarify the similarities of governmental promoting, residents' participating, consultation mechanism constructing as well as the distinctions of community construction basis and economical and cultural backgrounds between China and foreign countries. Finally, this essay explores the countermeasures by the guidance of Governance theory, which calls for accurate orientating of governmental role, cultivating the multiple community bodies, constructing the beneficial systematic environment, innovating the self-governance management mechanisms. After all, pushing forward the practice in community construction in order to achieve the goal of self-governance of the community fully and efficiently.This study will deepen the exploration on self-governance in urban community and enrich the works in academic society. It has great practical significance both on reforming the management system of basic units in urban community and on constructing harmonious society in the near future in China.
