| China has proposed to implement an innovation-driven development strategy to meet the challenges faced by social and economic transformation and steady progress of science and technology.As the main site of scientific and technological innovation activities,universities assume an unshirkable responsibility.The scientific and technological innovation achievements of colleges and universities play a supporting role in the development of regional innovation and are an important driving force for regional economic and social development.The study of the effect of China's university science and technology innovation achievements on regional innovation system will have certain guiding significance for the future policy adjustment and management system reform of university science and technology innovation,which is more conducive to the efficient output and transformation dilemma of university science and technology innovation achievements.This study firstly used literature research method to sort out relevant literature at home and abroad;secondly,using the research method of system science,the concepts of university science and technology innovation achievements and regional innovation were defined on the basis of ecosystem theory and innovation value chain theory,and the two-system three-stage model of this study was constructed on the basis of three-stage data envelopment analysis method(DEA)from the characteristics of the system;finally,the Finally,the innovation efficiency and transformation efficiency of university science and technology innovation achievements on regional innovation in 30provinces(autonomous regions and municipalities directly under the central government)of China,except Tibet,Hong Kong,Macao and Taiwan,from 2014 to2020,are measured,compared,evaluated and analyzed,and the effective supporting role of university science and technology innovation achievements on regional innovation is explored in depth.Translated with www.Deep L.com/Translator(free version)In the part of empirical analysis,using the input,output and transformation data of university research innovation achievements in 30 regions from 2014 to 2020,the changes of efficiency values of university science and technology innovation achievements in the innovation link and transformation link in a homogeneous environment are measured based on the three-stage DEA method after excluding environmental variables,and on this basis,the 30 regions in China are classified into high matching,medium matching,unbalanced matching and low matching,concluding that: firstly,from the perspective of the system as a whole,there is a disconnection between the innovation link and the transformation link of university research innovation achievements to a certain extent;secondly,from the perspective of the system efficiency value,the problem of uncoordinated regional innovation needs to be improved;thirdly,from the perspective of the regional analysis,the functional complementarity between regions is the future development trend.In the future,the effectiveness of university scientific and technological innovation achievements on regional innovation should be brought into play in the following aspects: firstly,improving the evaluation mechanism of university scientific and technological achievements and focusing on the output and transformation of innovation achievements within the region;secondly,optimizing the allocation of university scientific and technological innovation resources and coordinating the coordinated development of scientific and technological innovation within the region;thirdly,building a university scientific and technological innovation cooperation platform and expanding the complementary functions of scientific and technological innovation between regions. |
