The population problem has been a powerful weapon in our hands since the founding of the People’s Republic of my country.On the one hand,a large population has provided sufficient productivity and vigorous vitality for my country’s economic development and infrastructure construction,but the natural and disorderly development of the population structure has no Avoided leads to corresponding problems.General Secretary Xi Jinping attaches great importance to the population problem,and believes that the population problem is an overall,long-term and strategic issue that my country needs to deal with,and has repeatedly put forward targeted instructions on this.In June 2021,the Central Committee of the Communist Party of China and the State Council issued the "Decision on Optimizing the Fertility Policy to Promote Long-term Balanced Development of the Population".President Xi asked all the Chinese people to stand in the direction of the great rejuvenation of the Chinese nation under the leadership of the Party Central Committee with Comrade Xi Jinping at the core.From a strategic height,based on a new development stage,implement a new development concept,build a new development pattern,grasp the scientific law of population development,and take into account multi-dimensional policy goals.In recent years,the continuous decline of my country’s birth rate is an inevitable stage in the transformation of the population structure,and developed countries are also facing this problem to varying degrees.This problem will inevitably aggravate the aging of the population structure in the future,and then cause serious problems such as insufficient labor force,declining consumption capacity,and increasing pressure on the elderly care industry.Therefore,how to deal with the low birth rate has become a hot topic worldwide.Based on the status quo of birth rate,policy trend,and social environment development in my country,this paper combines cost-utility theory,synergy theory,cost-utility theory with new public management This paper studies the potential problems and countermeasures of the continuous decline of the birth rate in my country.Chapter 1 Introduction explains the background and significance,sorts out domestic and foreign literature and policy research,introduces research methods,content,ideas and innovations,isolates the potential series of factors that have the greatest impact on the target population’s reproductive decision-making,and clarifies how to carry out effective research.targeted research.The second chapter interprets the relevant concepts and theories covered in this paper,and expounds and analyzes "birth rate","willingness to have children","co-governance","cost-utility theory",etc.,which constitute the theoretical basis of this paper.The third chapter describes,analyzes and investigates the current situation of fertility in my country.First,it compares the birth rate of my country since the implementation of the two-child policy and the three-child policy,and sorts out the existing support policies in various places.Finally,through a questionnaire survey on the childbearing age population in Chongqing,the inclination and anxiety of the target population about childbearing willingness and behavior were analyzed.The fourth chapter elaborates and analyzes the factors with higher-thanaverage influences,which are simplified in the third chapter,and finds out the core reasons that affect the birth rate.The fifth chapter presents the research conclusions and countermeasures.Excavate the core conclusion of this paper is that the low birth rate in my country is due to the problems of too much economic pressure on couples of childbearing age,insufficient social support,insufficient government support measures,and changes in social culture and values.The main reasons for these problems are that the central policy direction is clear,but the support measures of the regional government are not followed up enough,the society does not recognize the seriousness of the population problem and the support for the parenting of the child-bearing age group is insufficient,and the market pays attention to the current interests and ignores the child-bearing age group.Maternity leave and related rights and interests,as well as changes in values,family views,and fertility views caused by the stage of economic development and stable old-age security.It also proposed that by clarifying the direction of the national population policy and liberalizing birth control,strengthening social participation in birth,legislative supervision and urging the market to create a birth-friendly employment environment,strengthening the cultivation of birth-friendly outlook on life in education,and strengthening the government’s Financial support for people of childbearing age,intervening in the social environment with low fertility rates by alleviating their life and childbearing pressures,and seeking the mutual promotion of economic development and population data development in the society.
