In recent years,the central and local governments have successively issued a series of policies to promote independent innovation of universities and promote the transfer and transformation of scientific and technological achievements of universities.In this context,the output of scientific and technological achievements of universities has become increasingly abundant,and the patent ownership rate of scientific and technological achievements has been increasing year by year.The transfer and transformation of scientific and technological achievements is a key link in the service innovation-driven development strategy and an important step to promote the implementation of scientific and technological achievements projects.As the main component of my country’s higher education system,local universities have provided a steady stream of talents and intellectual support for regional economic development and industrial structure upgrading for a long time,and their role in the process of technological innovation in driving regional economic transformation and development has become increasingly prominent.However,at present,a large number of scientific and technological achievements are shelved,the transfer conversion rate is obviously insufficient compared with the output rate,and it is difficult to really get out of the ivory tower of colleges and universities.Facing the urgent need of a new round of collaborative innovation and development of industry,university and research,it is necessary to guide the transfer and transformation of original scientific and technological achievements of local universities into actual productivity,and effectively improve the conversion rate of scientific and technological achievements patents and the success rate of projects,so as to improve the service of local universities to the region The level and ability of economic development.The most urgent task at the moment is to further optimize the existing transfer and transformation mechanism to overcome the pain points and difficulties in the transfer and transformation of scientific and technological achievements.This article takes the transfer and transformation mechanism of scientific and technological achievements of local universities as the research object,and conducts in-depth discussion through the combination of literature research,case analysis and practical investigation.First of all,based on the existing literature and documents,interpret and define the relevant concepts and theoretical basis of the transfer mechanism of scientific and technological achievements of local universities.Secondly,using the theoretical tools of resource dependence,collaborative governance and technology transfer to sort out and summarize the development process of the transfer and transformation mechanism of scientific and technological achievements of local colleges and universities,based on the "Action Plan for Promoting the Transfer and Transformation of Scientific and Technological Achievements of Colleges and Universities" and the "Construction of National Technology Transfer System" Policy documents such as the Plan analyze the status quo of the transfer and transformation mechanism of scientific and technological achievements of local colleges and universities from the five dimensions of power,operation,service,guarantee and evaluation.On this basis,combined with the results of questionnaire surveys and interviews,the problems in the above five dimensions of the transfer and transformation mechanism of scientific and technological achievements of local colleges and universities are discussed,and the causes of the problems are analyzed in depth.Finally,combining the advanced practices and experience of the transfer mechanism of scientific and technological achievements of three foreign universities,Stanford University,the Netherlands Eindhoven University of Technology,and the Weizmann Institute of Science in Israel,it is proposed that policies should be implemented to stimulate the vitality of the main body and optimize the allocation of resources.Optimize the transfer and transformation mechanism of scientific and technological achievements of local universities in my country in five aspects: smooth transformation channels,precise docking of professional services,comprehensive coverage of demand guarantees,and detailed classification of evaluation systems.
