Research On The Incentive Mechanism Of The Transformation Of Scientific And Technological Achievements In Universities In Jiangsu Province

With the high quality development of the economy,the scientific and technological achievements have also been transformed from high volume development to high quality development.Scientific and technological strength has become an important force in the international strength competition and the change of global landscape.To attain the core advantages of political and economic development in the international communities of the future,efforts must be made to develop a continuous and breakthrough innovation capability.Scientific researchers in colleges and universities constitute the main force of output achievements and the principal owners of existing achievements.It is of great significance to enhance the research enthusiasm of scientific researchers,stimulate the transformation kinetic energy of each transformation subject and improve the incentive mechanism of transformation,so as to promote the local economic development,scientific and technological progress and the implementation of the national innovation-driven strategies,as well as to contribute to the accomplishment of the missions of colleges and universities and the realization of their own values.By adopting the methods of literature collation,data analysis and field visits,and based on the overall analysis of the design,operation and effect of the incentive mechanism for the transformation of scientific and technological achievements in colleges and universities in Jiangsu,this study summarizes the current situations and main problems of the incentive mechanism for the transformation of scientific and technological achievements in colleges and universities in Jiangsu,and proposes countermeasures with reference to related experiences in this field in developed countries abroad and leading provinces in China.Under the guidance of policies of the central and local governments,colleges and universities in Jiangsu have made certain achievements and gained experience in the transformation of scientific and technological achievements.However,there have been no breakthroughs so far,and there is a shortage of high-value results,breakthroughs,and core technology results,and the quantity and quality of the results transformed are extremely mismatched with the actual economic growth and industrial development demands of Jiangsu,and there is still a large gap with developed countries.The reason lies in the fact that the existing incentive mechanism for the transformation of scientific and technological achievements in colleges and universities is not sufficiently developed and does not give full play to the comprehensive and effective incentive promotion role.Based on the relevant researches of scholars at home and abroad,this study starts from the concept of incentive mechanism for transformation of achievements,incorporates the incentive theory of management science,takes researchers in colleges and universities under the broad concept as the main research object,discusses the problems of incentive mechanism in the process of transformation of scientific and technological achievements,researches the constraints of incentive subject,incentive link and incentive content,with the aim of providing suggestions and references for the improvement and perfection of incentive mechanism system for transformation of achievements in colleges and universities in Jiangsu Province.This study is of certain theoretical and practical significance to the improvement and perfection of the incentive mechanism for the transformation of scientific and technological achievements in colleges and universities in Jiangsu,and it is of guiding significance to promote the close integration of scientific research in colleges and universities with the technological innovation of Jiangsu industry and the development of local economy.
