Research On The Implementation Process Of 1+X Certificate System In Yunnan Province

Higher vocational education is a very important part of vocational education system,which is to cultivate technical skills personnel of high quality for our economic and social construction and development.At present,there is the problem that technical skills personnel supply and demand do not match in our industrial development.Under the background of vocational education reform,1+X certificate system was formally proposed in 2019."1" refers to graduation certificate and "X" refers to several vocational skill grade certificates.The system is mainly committed to promoting the construction of vocational skill grade certificate skill evaluation system,which is an important part of vocational education reform.The implementation of the1+X certificate system all over the country can make a good foundation for the specific training and evaluation of technical skills talents in the future.Firstly,this paper analyzes the background and implementation of the national1+X certificate system.On the one hand,it deeply discusses the background of the1+X certificate system from the national level: firstly,the current imbalance between the supply and demand of skilled talents;secondly,in the new stage of economic development,industrial transformation and upgrading put forward higher requirements for the training of technical and skilled talents;On the other hand,the state is constantly improving the top-level design,and the local pilot work is also advancing steadily.In terms of investigation and research,this paper mainly takes the students,relevant teachers,training and evaluation organization personnel,and the person in charge of employment enterprises in Yunnan Province as the objects of questionnaire and interview,and investigates and analyzes the status quo,problems and causes of the implementation of 1+X certificate system in Yunnan Province through four methods: literature research,comparative analysis,interview and questionnaire.It is found that the country is vigorously promoting the pilot work of 1+X certificate system,and has achieved certain results.However,the following problems exist in the implementation of the system in Yunnan Province in the past three years: the social recognition of vocational skill level certificate is not high;There is controversy over the investment of pilot construction funds;The pilot certificate has homogeneity;Credit bank and pilot construction are not synchronized in four aspects.The main reasons for the existence of these four problems are: insufficient publicity;Lack of authority of issuing organs;The government’s top-level design is not in place;Lack of in-depth school-enterprise cooperation;Lack of cooperation among training and evaluation organizations and imperfect auditing standards for certificate content.In order to improve the problems existing in the implementation of 1+X certificate system in higher vocational colleges in Yunnan Province and help the reform of vocational education,this paper proposes to increase the publicity of 1+X certificate system,strengthen the construction of certificate examination standards,and improve the supervision system of certificate implementation.Promote trade associations to participate in the construction of certificate pilot;Promote deep cooperation and resource integration among pilot institutions,between pilot institutions and training evaluation organizations,and between training evaluation organizations;Develop flexible certificate assessment fee subsidy policy,improve the vocational skills grade certificate evaluation system of these aspects of countermeasures.
