The quality of teachers in higher education institutions directly determines the capability and level of higher education institutions,and the quality of talents cultivated by higher education institutions is inseparably related to the strength of teachers.In the current new era of rapid development of technology and talents,the status of vocational education has been gradually raised,and teachers,as an important part of the development of higher education institutions,have received continuous and extensive attention from all walks of life.In 2019,the State Council issued the "National Implementation Programme for Vocational Education Reform",which proposes to pilot the academic certificate + vocational skills certificate system("1+X certificate" system)in vocational institutions.This was followed by the "20 Articles on Vocational Education Teachers",the "Implementation Plan for Deepening the Reform of" Dual-Teacher " Teacher Team Construction in Vocational Education in the New Era".The programme sets out detailed requirements for entry thresholds,training,assessment and incentive protection for VET teachers.In this context,the role of the faculty of higher education institutions in the construction of a modern vocational education system is gradually coming to the fore.How to better and faster improve the faculty of higher education institutions has also become a current issue that cannot be ignored.At present,the following problems exist in the faculty development of China’s higher education institutions: single source channel,skill quality does not match the current demand;poor connection between preand post-vocational training,lack of more specialized training platform;insufficient number of dual-teacher teachers,unreasonable structure distribution of full-time and part-time teachers;inadequate teacher evaluation and incentive system,and imperfect faculty training mechanism.On this basis,attribution analysis is conducted from four aspects: the state,schools,teachers and society.The following development strategies are proposed: the state increases investment and improves relevant laws and regulations;institutions raise the importance and take multiple measures to promote the growth of teachers;teachers themselves update their concepts and improve their motivation;and society collaborates with multiple parties and multiple subjects to cultivate quality teachers.
