Since the reform and opening up,China’s urbanization has experienced a period of rapid development.By the end of 2022,the total number of permanent urban population in China will be 920 million,and the urbanization rate of the permanent urban population will reach 65.22%.It is still in the stage of accelerated urbanization,with less than 5 percentage points behind the level of 70% in the late stage of urbanization.At the same time,China’s industrial structure level has also reached a new level.The development of urbanization and industrial development are two important tasks for the high-quality development of national economy.The high-quality development of economy depends on the adjustment,optimization and upgrading of industrial structure,while the adjustment and upgrading of industrial structure will inevitably be implemented in the specific space and need the support of human resources,that is,the development of industry cannot leave land resources and human capital;the two most important representations of urbanization are land urbanization and population urbanization;land urbanization can provide spatial carrier and infrastructure for industrial structure upgrading;population urbanization provides human capital and technological upgrading for the development of industry.So what is the influence degree and influence degree of land urbanization and population urbanization on the upgrading of industrial structure? How to boost the upgrading of industrial structure to achieve high-quality economic development with the optimization of land policy and urbanization policy? This is the original intention and research purpose of the topic selection of this paper.Based on the related theories of land economy,policy and industrial economics,the influence of land urbanization on the upgrading of industrial structure and population urbanization is discussed.First of all,this paper starts from the research background,starting from the reality and policy background,and reviews the relevant research literature.Based on previous research results,relevant concepts are elaborated and defined,theories of related disciplines are cited,and the transmission mechanism of the impact of land urbanization and population urbanization on the upgrading of industrial structure is clarified.After sorting out the development process of urbanization and industrial development since the reform and opening up,70 large and medium-sized cities are selected as research objects.From different regions and different city levels,the fixed effect method is used to analyze the relevant sample data and study the influence of land urbanization and population urbanization on the upgrading of industrial structure.Through theoretical analysis and empirical research,the main conclusions of this paper are as follows: First,from the national level,population urbanization is conducive to the upgrading of industrial structure,while land urbanization is an obstacle to the upgrading of industrial structure.Second,from the perspective of different regions,land urbanization will hinder the upgrading of industrial structure in eastern and central regions,but land urbanization has a positive effect on the upgrading of industrial structure in western regions.Population urbanization can promote the upgrading of industrial structure in both eastern and western regions.But for the central region,the result is not significant,and the possible reason is the existence of the "central collapse" problem.Third,from the perspective of different city levels,land urbanization has a hindrance effect on the upgrading of industrial structure in first-tier and second-tier cities,while the effect on third-tier cities is not obvious.However,land urbanization can promote the upgrading of industrial structure in fourth-tier cities.In terms of population urbanization,first-tier cities with a higher average level of population urbanization have no obvious impact on the upgrading of their industrial structure.In addition,for third-tier cities,the effect is not significant either.The urbanization of population in second-and fourth-tier cities has an obvious promoting effect on the upgrading of industrial structure.According to the conclusions of this paper,this paper puts forward the following policy suggestions:(1)Land policy: the land for new and old industries should be rationally planned and coordinated with the industrial development planning;Establish a scientific land supply evaluation system and explore the threshold of differentiated land supply;We should strengthen the management of industrial land,establish a mechanism for land transformation and withdrawal,and conduct dynamic monitoring and evaluation of industrial land,so as to promote the efficient use of limited land resources.(2)Urbanization policy: To promote a people-centered new type of urbanization,education should be the key and an industrial support system should be established.(3)Industrial Development policies: In the context of new urbanization,cities should develop advantageous industries according to their own conditions,adopt differentiated industrial development policies,adhere to the integrated development of industry and city,enhance regional competitiveness,and promote coordinated development between regions.
