Exploration Of Constructing Local Social Work Service Agencies From The Perspective Of Developmental Social Work

In the new era,with the promotion of strengthening the grassroots governance system and governance ability modernization construction,one of the important practices of deepening reform in the current Chinese administrative system is to promote the innovation of grassroots social governance.Based on this background,the civil affairs field innovates grassroots social governance methods and proposes to explore the construction of community social work stations,which provides policy basis for social work to participate in grassroots community governance innovation and contributes to the localized development of social work.Driven by the policy,street social worker stations have "proliferated" across the country since 2021.Then,what kind of operation and construction problems exist in the construction process of social work stations in streets ? What causes it ? What is the effective way to construct the social work station in the street ? These become the problems that community social work needs to study.Therefore,based on the practice,the author selected S Street in L District of Jinan City as an example,combined participatory observation and semi-structured interview,and learned the operation status from the operation and construction process of S Street social work service agency.It found the main problems in the operation of S Street social work service agency,such as identity positioning uncleared,cooperation among multiple subjects poorly,source of funds singled,therapeutic orientation of work perspective,lack of community governance professionals,and then analyzed the reasons.Moreover,It found that the theoretical perspective of pursuing development capacity construction advocated by the theory of developmental social work itself was in line with the positioning of the grass-roots service platform of the Street social work service agency.Therefore,the basic orientation of developmental social work focusing on development and change in the open situation,Combined with the theoretical framework of "development-oriented,community-oriented and investment-oriented",It interfered with the operation path of S Street social work service agency and explores how to develop community relations and respond to diverse needs of the community in the construction process to achieve sustainable development of the community.Finally,It tried to summarize the construction path of street social work service agency from the perspective of developmental social work: on the basis of operation management,It carried out refined professional service and community governance innovation.It included the constant operation and management of the infrastructure construction of community social work service agency,establishing a multielement subject interaction mechanism to promote diverse cooperation,implementing development-oriented refined professional services,carrying out community practices to stimulate sustainable endogenous forces,and promoting the integrated development of grassroots community governance with social investment strategies.This will help open up the "last mile" of service for the people,promote the high-quality development of community social work stations,help them play a professional role in the process of grassroots community governance,and make a modest contribution to the exploration of community social work service agencies construction path.
