| In July 2021,the General Office of the Communist Party of China Central Committee and The General Office of the State Council issued Opinions on Further Reducing the Homework Burden and Off-campus Training Burden of students in Compulsory Education Stage,which required that the level of after-school service should be improved,students’ diversified needs should be met,after-school service time should be guaranteed,and rich and colorful club activities such as science popularization,sports and art should be carried out.Xi ’an Education Bureau issued "Double reduction is coming,it concerns primary and secondary school students! Xi ’an will have new changes in the new semester",which proposed: enrich after-school service content,carry out rich cultural and sports activities,sports and other collective activities,promote students’ all-round development,guide students to carry out appropriate physical exercise after returning home.With the support of the policy of "double reduction",Xi ’an Urban primary School has carried out rich sports association activities,and students’ participation and teachers’ attention are high,but there are also problems to be solved in the process of carrying out.This paper uses the method of literature,questionnaire,field investigation,interview and mathematical statistics to study the current situation and existing problems of elementary school sports associations in Xi ’an city,and puts forward corresponding countermeasures to provide reference for promoting the development of sports associations.The main research conclusions are as follows:(1)The association is mainly managed by the Academic Affairs Office,and the system attaches particular importance to students’ safety and discipline.Teachers are required to have teaching plans,which are usually semester teaching plans.Club contents are mainly formulated according to teachers’ expertise and site resources,and there is an evaluation system for teachers,but some teachers think it is not perfect.(2)The form of organization is mainly based on students’ interests.After the "double reduction",there are abundant projects,mainly traditional projects,and the comprehensive implementation rate of emerging projects is not high.The activity time is during after-school service period,and the frequency is mostly twice a week.The main teaching content is the training of special skills and qualities,which is propagated through public accounts and class groups.(3)Resource allocation: Most of the teachers are under 35 years old,showing a younger trend.Most of them are undergraduates and secondary primary teachers,and there is a lack of experienced teachers.The site equipment was mainly distributed by administrative means and purchased by self-financing,which basically met the demand.With the increase of the number of participants after the "double reduction",some schools had insufficient teachers and venues.The funds mainly come from the parents’ payment of club fees,and flow to the organization of club activities and the purchase of maintenance equipment.(4)After the "double reduction",more attention is paid to the participants of sports associations.The concept of teacher training is based on interest.Teachers who are dissatisfied with the development of sports associations are for the reasons of class fees and the influence on themselves.Students are motivated by interest.Most parents understand and support sports clubs and hope their children can participate in sports clubs to learn sports skills and exercise.However,a considerable number of parents do not support and understand them.The main concern of parents who do not support them is safety and influence on learning.(5)Restrictive factors include: the equipment of club activity venue is not perfect;Activity content and organization form can not meet the needs of students after "double reduction";Guidance teachers can not meet the needs of community development;The management system of community activities is not perfect;Parents’ support for club activities;Student participation enthusiasm in club activities is not high.(6)Effective measures include: seize the development opportunities brought by the "double reduction" policy;Improve the teaching ability of instructors and encourage professional athletes to join the guidance work of associations;Reasonable use of resources inside and outside the school,enrich the content of club activities,optimize the arrangement of activities;Improve the support and guarantee ability of funds and equipment;Improve rules and regulations to establish long-term mechanism;Strengthen leadership and implement responsibility;Promote home-school cooperation and co-education,co-education of students growth. |
