On March 18,2019,General Secretary Xi Jinping presided over a forum for teachers of ideological and political theory courses in schools and put forward the new requirements for teachers of ideological and political theory courses(hereinafter referred to as Civics),which are "strong politics,deep emotions,new thinking,broad vision,strict self-discipline and positive personality".This is the necessary quality for a good college Civics teacher.This is a new requirement for a good teacher of higher education.The university’s Civics course is a key course to implement the fundamental task of establishing moral education,and plays an important role in the task of training new people to take up the great responsibility of national rejuvenation.The level of quality of the teachers of higher education Civics class will affect whether the teachers of Civics class can implement the teaching task,whether they can guide students to become excellent builders of socialism.Although the current quality of China’s college Civics teachers on the whole shows a good trend,but still need to keep pace with the times and constantly improve the level.This paper examines the content related to the improvement of teachers’ literacy in Civics and Political Science in the new era through four main parts:The first part,the new era of college ideological and political teachers’ literacy related discussion.This chapter first expounds the connotation of the quality of ideological and political teachers in colleges and universities,and then discusses the theoretical basis for the improvement of the quality of ideological and political teachers in colleges and universities respectively from the Marxist theory of all-round human development,the Chinese Communist Party leaders’ relevant discussions on the quality of ideological and political theory teachers in colleges and universities and the indoctrination method.Finally,it analyzes the significance of improving the quality of ideological and political teachers in the new era from four aspects: improving the teaching quality of ideological and political courses in colleges and universities,implementing the task of cultivating morality and cultivating people,building the team of ideological and political teachers in colleges and universities,and realizing the self-value of ideological and political teachers in colleges and universities.The second part is the constitutive elements and characteristics of ideological and political teachers’ quality in the new era.Then,it analyzes the basic characteristics of the ideological and political teachers’ accomplishment in the new era,that is,political,developmental,practical and comprehensive.The third part is the analysis of the current situation of ideological and political teachers in colleges and universities in the new era.This chapter analyzes the overall situation of ideological and political course teachers’ literacy in colleges and universities in the new era.First of all,it confirms that the ideological and political course teachers in colleges and universities in China have excellent literacy on the whole and are still improving,but there are still some problems such as weak political skills,insufficient practice of benevolence,lack of professional identity,weak innovative thinking,insufficient theoretical foundation,or inconsistent words and deeds.Then,the author analyzes the reasons that affect the quality of ideological and political teachers in colleges and universities from three aspects: self,school and society.The fourth part is the research on improving the quality of ideological and political teachers in universities in the new era.Combining the relevant policies promulgated by the state and the views of many scholars,this paper puts forward the countermeasures to improve the quality of ideological and political teachers in colleges and universities in the new era.It is believed that the specific approaches that can be taken are as follows: teachers of ideological and political courses in colleges and universities should start from the two aspects of enhancing their literacy and improving their awareness and taking active actions to improve their literacy.Schools should create conditions for improving their literacy,and the country still needs to further create an external environment to help teachers of ideological and political courses in colleges and universities improve their literacy.
